Request for Information (RFI) – Repair/Restoration of Two Bearcat Armored Vehicles (Overseas: Kingston, Jamaica)




  1. REQUEST FOR INFORMATION SUBMISSION NOTICE



This Request for Information (RFI) is issued solely for market research, information gathering, and acquisition planning in accordance with FAR 15.201(e). This is not a solicitation, and responses are not offers and cannot be accepted by the U.S. Government to form a binding contract. The U.S. Government is not obligated to issue a solicitation or award a contract as a result of this notice. The U.S. Government will not reimburse any costs incurred in responding to this RFI.



The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), through U.S. Embassy Kingston, Jamaica, seeks information from capable firms that can assess, repair, refurbish, and restore operational readiness for two (2) Bearcat armored vehicles located in Kingston, Jamaica (host nation end-user: Jamaica Constabulary Force (JCF), Specialized Operations/SWAT).

  1. SITE VISIT (MANDATORY FOR MARKET RESEARCH PURPOSES)



To ensure a fair and transparent process, INL intends to conduct a single, coordinated site visit for all interested vendors at the same date/time window.






    • Proposed Site Visit Date/Time: 04-29-2026, 10:00am (Local Kingston time)

    • Site Visit RSVP Deadline: 04-22-2026

    • How to RSVP: Vendors shall email the INL Point of Contact (POC) listed below to coordinate attendance. The physical address will not be included in this RFI; location details will be provided directly to confirmed attendees after RSVP.





Important: Vendors shall not contact other INL/JCF personnel regarding this requirement. All site visit coordination and RFI questions must go through the points of contact below.

RFI Responses Due: Two (2) weeks after the site visit, no later than 05-20-2026, 04:00pm (U.S. Eastern Time)

Page limit: 20 pages (excluding cover page/attachments such as past performance references and brochures)



Questions: Vendors may submit written questions by 05-13-2026 to the CO, with a copy to the INL POC.



Eligibility Note (for any future solicitation): To be eligible for award under any subsequent solicitation, an offeror typically must have a UEI, be registered in SAM, and not be listed on the Excluded Parties list. (This notice itself is market research only.)
