1. GENERAL INFORMATION
The City of Winooski is seeking proposals from qualified architectural and
engineering (A/E) firms to provide professional design services for the
renovation of the Winooski Police Station located at 27 West Allen Street,
Winooski VT.
A concept planning phase has been completed to determine prioritized
renovation scope; preliminary floor plans identify the improvement scope and a
preliminary cost estimate (See Attachment 1). The selected consultant will
advance the project through Design Development, Construction Documents,
permitting, and bidding in coordination with the Police Department and Public
Works.
The city intends to select the firm that demonstrates the best qualifications,
experience, project approach, and value.

Agreement
This Work will utilize AIA Document B101-2017, Standard Agreement Between
Owner and Architect. A draft Agreement, modified as anticipated to be applicable
for this work, is included with this RFP (Attachment 2). Other terms of the
Agreement may be negotiable, but Respondents shall indicate their exceptions and
proposed revisions to the terms with the Proposal submission. Prospective
Respondents may email the Owner’s Representative with questions about the
Agreement prior to the Inquiry Deadline.
Designated Website
The Designated Website for this RFP is https://www.winooskivt.gov/bids.aspx.
Addenda to this RFP will be made available for download from the Designated
Website. Firms shall monitor the Designated Website for additional information
and any Addenda. The Owner will not be responsible for these documents
obtained from sources other than the Owner.
Mandatory Building Walkthrough Meeting
Proposers are required to attend one (1) on-site facility walkthrough. The
scheduled dates/times for the walkthrough are:
• Wednesday, August 26 at 10:00 am
• Tuesday, September 1st at 2:00 pm
If for some reason neither of these dates are available, please contact the Owner’s
Representative for a potential alternative day/time.
2. PROJECT BACKGROUND
The project will renovate the existing police station to improve operational
efficiency, safety, security, accessibility, building systems, and long-term
functionality. The police station is located on the 1st level at 27 West Allen Street.
The 2nd floor of the 27 West Allen Street building is the location of City Hall
administrative offices and is not included in the scope of work. The police
department has already coordinated space for temporary relocation during
construction phase work. No construction phasing or swing space need to be
considered when designing the renovation improvements.
The selected consultant will build upon the completed concept plan documents
(see Appendix A) and develop design development plans, final plans and
complete construction documents including specifications suitable for public
bidding.

During FY26 annual Town Meeting Day city budget vote, the public approved a
bond for architectural, engineering and construction based upon preliminary
project estimate (“Total Project Budget - Rough Order of Magnitude 10/31/25”)
3. PROJECT OBJECTIVES
The project improvement priorities are shown in Appendix A (City of Winooski
Police Department Prioritized Work List – 2/21/25) and below. This list was
developed between the police department staff and selected concept A/E
consultant.
High-Priority Scope Items (Refer to sketch SK1.1 – Appendix A)
a. Demolish all flooring (requires asbestos abatement)
b. Demolish ceiling grid; salvage light fixtures
c. New resilient flooring throughout
d. New carpet tile in Sergeants, Police Chief and Officers’ rooms
e. New plumbing fixtures and vanity
f. Make one of the water closets ADA compliant
g. New stainless steel water closet in detention w/flush controls in corridor
h. (6) New lockers in Women's Locker Room; demolish closet (Actual count TBD)

k. Demolish wall between Break Room & Kitchen; infill one door, change

4. SCOPE OF WORK
The consultant shall provide all architectural and engineering services necessary
to complete the following phases. Each phase will include general project
administration scope including but not limited to;
• Preparation of meeting agendas and applicable meeting materials
circulated at least one week before the meeting to allow PD and City staff
adequate review time.
• Meeting minutes documenting decisions, action items, and responsible
parties.
• At minimum, the Consultant will budget for monthly project progress
meetings with PD and City staff (remote or in-person) during project
phases below. Listed milestone meetings (e.g. 30%, 60%, 90% review)
below count as monthly progress meetings.
Task 1 – Project Initiation and Basis of Design
The selected consultant shall conduct a project kickoff meeting with Police
Department staff and other stakeholders. The consultant shall review the
completed concept planning documents and supporting documentation, verify
the project scope, budget, operational requirements, and schedule, identify any
modifications required since completion of the concept phase, and prepare a
Memorandum summarizing the agreed-upon basis of design (BOD). The
memorandum should also include any additional information the consultant
needs from the City to for the Design Development phase. Following City
acceptance of the memorandum, the consultant shall proceed with Design
Development.
BOD Meetings: Assume at least 2 meetings for this task. One meeting must be
held in-person.
