SUBMERGED ATTACHED GROWTH BIOREACTOR TREATMENT SYSTEM PROCUREMENT

The Town of Wayland is requesting proposals from qualified equipment Vendors to furnish a packaged Submerged Attached Growth Bioreactor Treatment System to be incorporated in the planned Wayland High School Wastewater Treatment & Disposal Improvements. A Request for Proposals (RFP) describing the Vendor’s scope of supply, qualifications, and other requirements is available on the Tighe & Bond website at http://www.tighebond.com/Projects_Out_to_Bid.php . Prospective bidders are required to register on the Tighe & Bond website to download documents.

Sealed proposals will be received at the Wayland Public Works, 66 River Road, Wayland, Massachusetts, 01778 until 2:00 p.m. on Thursday, August 27, 2026.  Sealed Proposals must have outer envelope marked as “BID ENCLOSED – Wayland High School Wastewater Treatment & Disposal Improvements – Submerged Attached Growth Bioreactor Treatment System Procurement”. The Proposals will not be opened publicly.

This Request for Proposals (RFP) is in accordance with by M.G.L. Chapter 30B §6 for the procurement of goods and services.  Respondents shall submit separate proposals for the technical and cost elements as described in the RFP.  Following the submittal of proposals, technical proposals will be evaluated in accordance with the criteria stated in the RFP by the person(s) designated by the Chief Procurement Officer to perform such evaluation(s).   Once proposals are evaluated, the evaluations shall be submitted to the Chief Procurement Officer, who shall open price proposals and award an Agreement, if at all, to the responsive and responsible Vendor whose proposal is deemed the most advantageous, taking into consideration price and the evaluation criteria included in the RFP.  The Town reserves the right to assign any agreement awarded under this RFP to a General Contractor who will be performing construction services for the Wayland High School Wastewater Treatment & Disposal Improvements under Contract with the Town.

The successful Vendor shall furnish the equipment and services necessary to meet the requirements of the RFP.
