Contract No. 2025-01 Beaver Street Sanitary Sewer Separation Project

Project Description: Hollidaysburg Sewer Authority (Owner) will receive sealed bids online via PennBid for the Beaver St. Sanitary Sewer Separation Project, Contract 2025-01, until 2:00 p.m. (E.S.T.) on Monday, April 7, 2025, at which time they shall be opened online & publicly posted via PennBid. Bids submitted by any other means will not be accepted. All documents & details are available at no cost on PennBid's website, https://pennbid.net. Contract consists of installation of approx. 1,760 LF storm pipe via open cut methods, manholes, inlets, & all other appurtenances & related work including Local Road restoration. Work under this contract shall include all materials, equipment, supplies, & labor for the construction as shown & specified in the Contract Documents & Drawings. Project is located in Hollidaysburg Borough, Blair County, PA.
Bidders for this contract shall have completed projects similar in character & scope & will be required to provide with their bid a completed Qualifications Statement. Bid security shall be furnished in accordance with the Instructions to Bidders. Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance & Payment Bond to the Owner & executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance as required by the contract documents.
The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming/nonresponsive, unbalanced, or conditional Bids. Owner reserves the right to waive all minor informalities not involving price, time, or changes in the Work.
The obligations imposed on the Owner by the financing agency, the Pennsylvania Infrastructure Investment Authority (PENNVEST), shall apply to and be acceptable to the successful bidder. The Contractor shall adhere to the provisions of the PA Prevailing Wage Rates. Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project & will be required to submit an executed non-collusion affidavit with their bid.
The successful bidder will be required to complete all work within 180 calendar days.
A pre-bid meeting will be held at 10:00 A.M. local time on March 17, 2025, at the Hollidaysburg Borough building, located at 401 Blair St., Hollidaysburg, PA. Attendance at the pre-bid meeting is highly encouraged but is not mandatory.
