San Miguel County Road and Bridge is requesting proposals from qualified contractors for

the design, engineering, permitting assistance, and construction of a fuel island canopy at the

Norwood Road and Bridge Maintenance Yard, located at 39595 Highway 145, Norwood, CO

81423.

The selected contractor shall provide all labor, materials, equipment, engineering, and

supervision necessary to complete the project in accordance with the conceptual design and

applicable building codes.

San Miguel County Road and Bridge is constructing a canopy over the fuel island at the

Norwood Maintenance Yard to protect fueling operations and equipment from the elements.

The County is seeking a qualified contractor to provide engineered plans and construct the

canopy in accordance with the conceptual design, structural requirements, and applicable

building codes.

Road and Bridge will assist with obtaining the required building permit; however, the

contractor will be responsible for scheduling all required inspections throughout

Construction.

The contractor shall provide all labor, equipment, materials, engineering, and supervision

necessary to complete the project, including but not limited to:

• Provide plans showing the general site layout.

• Provide engineered structural drawings, including foundation design.

• Provide structural calculations including column loads, wind load ratings, and snow load

ratings.

• Perform excavation necessary to clear the construction area.

• Excavate for pier footings supporting the canopy columns.

• Furnish and install reinforced concrete piers with anchor bolts.

• Furnish, assemble, and erect structural support columns, beams, and framing.

• Furnish and install roof decking, roof panels, and perimeter fascia.

• Furnish and install roof drainage system.

• Clean and restore the work area upon completion.

• Coordinate and schedule all required building inspections.

• Construct the canopy in accordance with the conceptual design.

Additional Requirements:

• The project requires a building permit.

• Road and Bridge will assist with obtaining the required permits.

• No electrical service will be installed or connected to the canopy as part of this project.

The County anticipates the project will proceed according to the milestone schedule identified in Section 5. Following issuance of the RFP, the County will conduct a pre-proposal onsite meeting and provide an opportunity for prospective proposers to submit questions. Proposals will be evaluated following the proposal deadline, with notification of selection anticipated on September 7, 2026. Contract execution will occur upon completion of all required documents. The selected contractor will begin work upon award and completion of the contract requirements. The project shall be completed no later than December 31, 2026.

Substantive requests for information received may be responded to in writing by the County in the form of an addendum to this RFP and sent to all recipients of the RFP.

Proposals must include clear descriptions of the contractor’s capabilities to perform the requirements of the RFP, including the following:

1. Design. Provide a proposed design for the fuel island canopy that meets the requirements of the RFP, conceptual design, applicable building codes, and structural requirements.

2. Fee Estimate. Please submit a fee estimate for the total project cost for requested Scope of Work and Deliverables, including each of the tasks outlined in the scope of work and the total number of hours expected. Also, provide a menu of pricing for scenarios and strategies.

3. Construction Schedule. Provide a proposed construction schedule identifying the anticipated duration and major milestones for the project. The schedule shall demonstrate the Contractor’s ability to complete the project no later than December 31, 2026.

4. Exceptions. Please include a statement regarding exceptions. If no exceptions are included, the County expects the Consultant will be able to sign the County’s contract and provide the required insurance and indemnification.

The proposals must be submitted by September 3, 2026 at 4:00 pm Mountain Time. Late proposals will not be accepted. It is the Consultant’s responsibility to see that the Proposal is received at the proper time. The County is not responsible for delayed deliveries due to connectivity problems. The contractor shall review and execute the Construction Agreement contract prior to beginning work. Upon award, this contract will define the project, the term and services to be performed. This is a legal-binding document between the contractor and San Miguel County. A draft Construction Agreement is attached for your review.

All proposals received by the submission deadline will be reviewed by San Miguel County for completeness and compliance with the requirements of this RFP. Proposals that are late or do not meet the minimum submission requirements may be deemed non-responsive and removed from consideration.

The County will evaluate proposals based on the proposed design, total project cost, construction schedule, and the Contractor’s demonstrated ability to successfully complete the scope of work within the required schedule and budget.

The County may, at its discretion, request clarification, additional information, or conduct interviews with one or more proposers to better understand proposed means, methods, and execution approach.

The County reserves the right to select the proposer that, in its judgment, offers the best overall value based on cost efficiency, constructability, and ability to successfully deliver the project.
