THIS IS A PRE-SOLICITATION NOTICE ONLY. The Bureau of Land Management, National Seed Warehouse System, intends to issue a solicitation for the Fall 25-2 Consolidated Seed Buy under SOLICITATION NUMBER 140L3725R0006. The seed requirement will be for various quantities and multiple varieties of seed to be delivered to multiple locations.
This procurement is not set aside for small businesses but will reserve a minimum of 6 awards for contractor who qualify as small businesses. The NAICS code is 113210 Forest Nurseries and Gathering of Forest Products, size standard is $20.5M. Single Solicitation, multiple awards and multiple delivery locations will be awarded as firm-fixed price contracts evaluated as lowest price technically acceptable.

TYPE OF CONTRACTS: The government expects to make awards on or before August 11, 2025. The Government will award multiple contracts resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government. The evaluation criteria will be conducted under a Best Value to the Government-Trade-off basis.

The solicitation documents including specifications and bid sheet will be issued on or about June 25, 2025, and will be posted on the SAM.gov website under the Solicitation number in the contract opportunities section. This date is subject to change. Hard copy documents will not be available - all documents will be posted at the website for download.

Offers will be due about 3 weeks after issuance of the solicitation. This notice is for informational purposes only and is not a request for submission of offers.
