IMPORTANT: The RFP Number from page 1 must be shown on the
outside of the envelope.
Bid Opening: Sealed bids are due by the date and time stated on page 1 at which time the bids shall be
opened and the names of the bidders read aloud. A bid tabulation will be provided to all bidders after the
bids have been evaluated.
Award of Contract: The Cumberland County Board of Education / Cumberland County Schools (CCS)
reserves the right to reject any or all offers presented and to waive any informalities and irregularities.
The place of contract shall be North Carolina, where all matters, whether sounding in contract or tort,
relating to its validity, construction, interpretation and enforcement shall be determined.
Acceptance of Bid:
If Cumberland County Schools (CCS) accepts any or all parts of this bid, an authorized representative of
CCS shall affix their signature hereto. This document and the provisions of the Instructions to Bidders,
special terms and conditions specific to this Request for Proposals, the General Contract Terms and
Conditions and the Federal Uniform Guidance requirements shall then constitute the written agreement
between the parties. A copy of this acceptance will be forwarded to the successful bidder(s).
Project Overview:
Purpose:
Cumberland County Schools (CCS) is soliciting proposals from qualified firms to furnish, install,
configure, and support a complete School Zone Flashing Beacon System that replaces existing school
zone warning signs with new MUTCD-compliant flashing beacon assemblies.
The intent of this project is to provide a standardized, district-wide system that utilizes cellular
communications and cloud-based software to allow centralized monitoring, scheduling, reporting, and
management of all school zone flashing beacons.
The successful proposer shall provide a complete turnkey solution including equipment, installation,
software, communications, training, documentation, warranties, and ongoing technical support.

Background:
Cumberland County Schools operates numerous elementary, middle, and high schools throughout
Cumberland County.
The District currently utilizes school zone warning signs with local timers. Schedule changes require on-
site technician visits, resulting in increased labor costs and reduced operational efficiency.
The District seeks to modernize this infrastructure through a centrally managed platform capable of
remotely controlling all school zone flashing beacons.
Project Objectives:
The District seeks a solution that:
● Improves student safety.
● Provides uniform operation across all schools.
● Eliminates manual timer adjustments.
● Allows remote scheduling.
● Provides equipment health monitoring.
● Reduces maintenance costs.
● Supports future expansion.
Scope of Work:
The Contractor shall provide a complete turnkey installation and shall furnish all labor, materials,
equipment, tools, supervision, transportation, demolition, removal, disposal, site work, restoration,
permits, inspections, approvals, testing, commissioning, and all other incidental work necessary to
provide a complete, fully operational, and accepted School Zone Flashing Beacon System.
The scope of work shall include, but is not limited to, the complete removal and proper disposal of all
existing school zone flashing beacon equipment, signs, posts, controllers, cabinets, foundations, wiring,
conduit, mounting hardware, obsolete materials, and other associated components that are no longer
required as part of the completed installation. All removed materials shall be disposed of in accordance
with applicable federal, state, and local requirements unless Cumberland County Schools specifically
directs the Contractor in writing to retain designated equipment or materials.
The Contractor shall perform all site work necessary to complete each installation, including excavation,
trenching, boring, concrete or foundation work, electrical work, utility coordination, traffic control,
grading, backfilling, pavement or sidewalk repair, landscaping restoration, and other work required to
restore disturbed areas. Existing surfaces, facilities, landscaping, roadways, sidewalks, curbs, utilities, and
other property disturbed or damaged during performance of the work shall be restored to a condition
equal to or better than that existing prior to commencement of the work.
The Contractor shall be responsible for identifying, obtaining, and paying for all permits, licenses,
inspections, utility coordination, and governmental or regulatory approvals required to complete the work,
where applicable. The Contractor shall coordinate all required inspections and shall provide Cumberland
County Schools with copies of final inspection reports, approvals, permits, and other closeout
documentation upon request.
Any labor, material, equipment, component, accessory, connection, modification, or incidental work that

is reasonably necessary for the proper installation, operation, testing, and completion of the system shall
be considered part of the Contractor's scope of work, whether or not such item is specifically identified or
shown in this RFP. No additional compensation shall be permitted for work that is reasonably inferable as
necessary to provide a complete and fully operational installation unless specifically authorized in writing
by Cumberland County Schools through an approved change to the contract.
Upon completion of work at each location, the Contractor shall remove all debris, excess materials,
temporary facilities, obsolete equipment, packaging, and construction waste and shall leave the site in a
clean, safe, finished, and fully restored condition acceptable to Cumberland County Schools.
Work includes, but is not limited to:
● Removal of existing school zone flashing signs and controllers.
● Disposal of removed equipment.
● Installation of new MUTCD-compliant signs.
● Installation of new LED flashing beacons.
● Installation of controller cabinets.
● Cellular communications equipment.
● GPS-enabled controller (preferred).
● Cloud-hosted management software.
● System commissioning.
● Training of District personnel.
● Warranty support.
The Contractor shall furnish and perform all labor, materials, equipment, services, accessories, site work,
and incidental work required to provide a complete, fully operational, tested, commissioned, and accepted
system, whether specifically identified in this RFP or reasonably necessary to accomplish the intended
work.
Estimated Locations:
Cumberland County Schools anticipates replacing approximately 113 school zone flashing beacon
locations. The district reserves the right to increase or decrease quantities. The following is a list of
current schools that have flashing school zone lights that will be replaced, the number of flashing lights to
be replaced at each location, and how they are currently powered:
