Description:

The City of Melissa, Texas is accepting sealed bids for construction of the:

SH 121 and THROCKMORTON ROAD ROADWAY ILLUMINATION project.

The project is generally described as: The Base Bid consists of approximately 2.61 miles of continuous illumination on SH 121 and approximately 0.44 miles of continuous illumination on Throckmorton Road, for the City of Melissa, Texas as shown in plans prepared by Maldonado-Burkett, LLP.

Plans, Specifications, and other Bidding Documents for this project will be made available on CIVCAST for download. Planholders receiving bidding documents will be recorded, and only bids from recorded planholders will be eligible for award.

Bids will be accepted at the office of the City Secretary of the City of Melissa, 3411 Barker Avenue, Melissa, Texas 75454 UNTIL September 23, 2025 at 2:00 PM.  Bids shall be identified on the outside of the envelope with the following: Bids for SH 121 and THROCKMORTON ROAD ROADWAY ILLUMINATION, City of Melissa, Texas.  Bids received after bid closing will be returned unopened.

All bids received prior to the closing of the bid period will be publicly opened and read aloud at the City of Melissa City Hall, 3411 Barker Avenue, Melissa, Texas 75454 beginning at 2:02 PM on September 23, 2025.  Following bid opening, tabulation will be made for consideration of the City of Melissa in awarding a contract. Contractors participating in bidding are encouraged to attend an optional in-person Pre-Bid meeting scheduled at 2:00 PM on September 16, 2025 at the City of Melissa City Hall.

The Mayor and the City Council of Melissa, Texas reserve the right, as the interest of the City may require, to reject any and all bids, and to waive any informality in bids received. No officer or employee of the City of Melissa shall have a financial interest, direct or indirect, in any contract with the City of Melissa.
