Information: The City of Hesperia’s Engineering Department (City) is seeking qualified professional consulting firms (Consultant) to submit a proposal to provide professional services related to the updated Citywide Master Plan Design of the water, recycled water systems, and sewer system The Project consists of updating the current master plan, incorporating the new development in the City, and recommending future CIP projects.
The PUBLIC|PURCHASE online platform will be utilized for this RFP. All Technical Proposals and Fee Proposals must be submitted via PUBLIC|PURCHASE. Mailed or hand delivered hard copies WILL NOT BE ACCEPTED by the City.
Consultants who do not intend to submit a Proposal in response to this RFP do not need to “accept” the documents marked “Must Accept” that are located in PUBLIC|PURCHASE under the RFP posting. Only Consultants submitting a Proposal must respond to such requests.
Questions regarding the PUBLIC|PURCHASE website itself, or posting questions related to the RFP and submitting Proposals to the website may be directed to the PUBLICE|PURCHASE Help Desk, or to the City Contact for this project.
Proposals shall conform to the provisions set forth herein.
Due to stringent deadline, the Agreement will be provided to the Consultant in advance of award by City Council for review and execution. The Consultant shall be required to return the executed PSA no later than December 2, 2024. Failure to provide the executed copy by said deadline may result in award to the next highest ranked firm. Consultant’s execution of the Agreement does not guarantee any work. City’s execution of the agreement shall be contingent upon City Council award on December 17, 2024.
City Contact: The City contact (Contact) for this Request for Proposal (RFP) is the sole point of contact for this procurement. All communication shall be through the PUBLIC|PURCHASE website. Consultants are not permitted to communicate with other City staff or officials about this RFP, except during pre-proposal meetings and/or interviews, unless otherwise directed by the Contact. During the RFP process all addenda, Consultant’s questions, answers to Consultant’s questions, project information, correspondence, submitted proposals, award notices, etc. will be transmitted or provided through the PUBLIC|PURCHASE website.
Deadline for Submitting Questions: Any clarifications or questions related to this RFP MUST BE SUBMITTED online prior to 4:00 p.m., November 6, 2024 via the PUBLIC|PURCHASE website. Questions submitted after the deadline will not receive a response.
Proposal Submission:
The deadline for submitting a proposal is 10:00 a.m. on Thursday – November 21, 2024. The PUBLIC|PURCHASE website will not allow the submittal of any Proposals after this deadline; therefore, late submittals will not be permitted.
The City has moved to an online platform for submittal of Proposals. The PUBLIC|PURCHASE online platform will be utilized for this process.
The City will no longer accept, nor will it consider Proposals that are hand delivered or mailed. All Proposals must be submitted online at PUBLIC|PURCHASE prior to the noted deadline.
