1. Brunswick County is soliciting informal proposals for coating removal of the exterior concrete walls at the Administration Main Building at Northwest Water Treatment Plant located at 3954 Clearwell Drive NE, Leland NC. In general, these are the exterior walls housing the clarifier basins and rapid mix portions of the treatment facilities.

2. Scope Of Work

  • Remove all coatings on exterior concrete walls of the Administration Main Building at the Northwest Water Treatment Plant down to the concrete surface other than minor areas identified by staff.
  • No portions of the walls coated with an Exterior Insulation and Finish System (EIFS) shall be disturbed.
  • The coating shall be removed from the interior coating limit on the top of the wall to the bottom where it interfaces with the ground.
  • Coatings on the top of the wall and on interior walls shall not be disturbed.
  • The work includes the cost of all mobilization, overhead, insurance, clean up, and all ancillaries necessary for a complete service.
  • No debris will be left at the site or allowed to enter portions of the treatment works.
  • Debris disposal costs must be included in the submitted proposal.
  • All necessary permits for the work are the responsibility of the contractor.
  • Contractor shall attend a meeting with County staff to determine setup, staging area, storage, and appropriate work hours prior to commencing services under the awarded contract. Contractor shall provide portable toilets for staff and contractors unless Brunswick County facilities staff make alternate toilet facilities available. Contractor shall submit a forecasted timeline of work and anticipated completion date.

3. SPECIFICATIONS. Coating removal shall be done in accordance with Section 4 “Surface Preparation” of the NACE No. 6/SSPC-SP 13 “Surface Preparation of Concrete” specification.  The resulting surface shall be a uniform smooth to coarse roughness (ANSI B74.18).

4. CONTRACTOR REQUIREMENTS.  By submittal of a proposal, the contractor asserts that they are qualified to perform the work and have the expertise, experience, certifications as required, financial capability, labor, equipment and materials (or ability to obtain) to perform the work. At the request of Brunswick County, contractor shall supply descriptions, locations, and contacts of at least three similar projects for reference.

5. QUESTIONS AND SITE VISIT. A site visit is highly recommended prior to submitting a proposal for the work.  In order to schedule a site visit, contact THAD HILL at 910.253.1771.

6. SCHEDULE. The work shall be completed no later than April 15, 2025.  There may be limitations on when the work may be performed based on operational needs of the facility.

7. PROPOSAL DEADLINE AND SUBMITTAL REQUIREMENTS.

  • Proposals must be received no later than January 10, 2025, at 3:30 pm ET.  Brunswick County will not be responsible for the failure of any mail or delivery service to deliver a proposal prior to the stated date and time.  Incomplete proposals or proposals inconsistent with the required format will be disqualified from consideration.

8. EXPENSES.

Brunswick County will not be responsible for any costs or expenses incurred by the contractor in submitting a proposal or for any other activities associated with this procurement.   Further, Brunswick County reserves the right to cancel the procurement described herein prior to issuance and acceptance of any contractual agreement even if the Board of Commissioners has formally accepted the recommendation.

9. RIGHT TO SUBMITTED PROPOSALS AND SUPPORTING DOCUMENTS.

All written correspondence, proposals, and supporting documents received by Brunswick County in connection with this Request for Proposals will become the property of Brunswick County.  Brunswick County reserves the right to use any ideas in a proposal or supporting documents regardless of whether the proposal is selected.

10. FORM OF AGREEMENT.

In addition to the terms and conditions contained in this Request for Proposals, by submitting a proposal, contractor, if selected, agrees to enter into and be bound by the provisions of a Services Agreement in substantially the form attached hereto and incorporated herein by reference.  To the extent that any of the terms of this Request for Proposals and the terms of the Services Agreement conflict, the terms of the Services Agreement shall prevail. No agreement will be valid until it has been fully executed by the parties. Contractor may not perform any services until the Services Agreement is fully executed by both parties.

11. INSURANCE.

To the extent applicable, contractor must procure and maintain in full force and effect during the term of any agreement with Brunswick County, or the renewal of any agreement with Brunswick County, the insurance coverage set forth in the Minimum Insurance Requirements attached hereto and incorporated herein by reference.

12. PROPOSAL CONDITIONS.

Submission of a proposal indicates explicit acceptance by the contractor of the terms and conditions contained in this Request for Proposals and any attachments hereto. Brunswick County reserves the right to reject, without prejudice or explanation, any or all proposals. Brunswick County reserves the right to waive informalities or to amend the specifications of this Request for Proposals and request new proposals at any time prior to the award of a contract.  All decisions of Brunswick County shall be final and binding.

13. AWARD.

Brunswick County reserves the right to award a contract, based on initial proposals received from contractors, without discussion and without conducting further negotiations.  Brunswick County may also, in its sole discretion, initiate further discussions with contractors that it deems to fall within a competitive range.   Brunswick County shall select a contractor based on their responsiveness to the request for proposals, price, experience, schedule, prior work performance, available manpower and equipment.   Brunswick County shall not be deemed to have finally selected a contractor until a contract has been successfully negotiated and signed by both parties.
