NOTICE TO BIDDERS

The City Clerk of the City of Minot will receive sealed bids at her office at City Hall, 10 3rd Ave, SW,. Minot, ND 58701 or by mailing to City Clerk, PO Box 5006, Minot, ND  58702 until 11:00 a.m. on Friday April 3, 2026 for furnishing the City of Minot the following:

Specifications and general instructions to bidders are available in the Public Works Office at 1025 31st St. SE. by contacting the Transit Superintendent at 701-857-4148 or on the City’s website at www.minotnd.org under City Clerk Department.

The bid envelope will be plainly marked:

The City Council of the City of Minot reserves the right to reject any or all bids and to award the contract as it deems to be in the best interest of the City of Minot.

Bidders are invited to be present at the City Clerk’s office for the opening of bids.

1. Notice of Request for Proposals
The City of Minot invites qualified firms to submit sealed proposals to furnish, install, and
support replacement fareboxes, related software upgrades, and training services in accordance
with the requirements contained in this Request for Proposals (RFP).
The City of Minot is not liable for any costs incurred by proposers in the preparation or
submission of proposals.
2. Proposal Submission

5. General Information
5.1 Purpose and Basis of Award
The City of Minot seeks proposals from qualified vendors to provide replacement fareboxes,
installation, software upgrades, and training services to upgrade the current Genfare Electronic
Fare Collection System. All items proposed must integrate seamlessly within the current fare
collections system. Award will be made to the proposer whose submission is determined to be
the most advantageous to the City of Minot based on evaluation criteria outlined in this RFP.
5.2 Agency Background
Minot City Transit provides fixed-route public transportation within the City of Minot, operating
Monday through Friday from 7:00 AM to 7:00 PM. The system delivers approximately 90,000
fixed-route trips annually and coordinates paratransit services through Souris Basin
Transportation, providing an additional 20,000 annual trips.
6. Project Overview
The City of Minot intends to replace fareboxes on eleven (11) fixed-route buses and upgrade
associated fare collection software. The proposed system must fully integrate with Minot City
Transit’s existing Genfare platform, including ticket vending and encoding equipment, while
expanding fare payment options to include mobile applications and future kiosk integration.
Ease of use for riders and operators, ADA compliance, and long-term system compatibility are
critical project objectives.
