Description
Procurement Services Branch, on behalf of BC Wildfire Services (“BCWS”) a branch within the Ministry of Forests invites Responses for the supply of Class ‘A’ Fire Foam that meets the specifications required by BCWS as set out in section 3.3 of the RSA and Schedule A of the Standing Arrangement (attached as Appendix A) to ensure the continued uninterrupted supply of Class ‘A’ Fire Foam for fire suppression purposes.
Class ‘A’ Fire Foam is a concentrated product, which when mixed with water acts as a surfactant and suppressant and is used by BCWS for fire suppression purposes. Class ‘A’ Fire Foam is used by BCWS for water scooping, single engine airtanker operations (SEAT), helicopter fixed tank, bucket and ground engine application, for example. The proposed Class ‘A’ Fire Foam is required to be listed on the USDA Qualified Product List as those products have been evaluated and tested to be most effective in fire suppression and meeting the Province’s business needs.
The Province intends to enter into a Standing Arrangement with the Respondent who meets all mandatory criteria, proposes the lowest price, passes the due diligence stage and is otherwise fully compliant with the RSA process. The anticipated term of the Standing Arrangement is from upon execution to March 31, 2029. Service Requests will be issued on an as, if and when requested basis and no representations, commitments or guarantees are made with respect to the timing, number or value of Service Requests that may be requested from a Contractor over the term. A Standing Arrangement established pursuant to this RSA does not confer an exclusive right to provide the Class ‘A’ Fire Foam to the Province. The Province reserves the right to procure the Class ‘A’ Fire Foam by any other means, including use of other agreements, or by other procurement or contracting methods.
