1. Introduction. Cass County, Missouri (“County”) invites Statements of Qualifications
(SOQs) from qualified architectural firms to provide professional services in connection with the
proposed addition to the Cass County Sheriff’s Office facility to house the Western Missouri
Internet Crimes Against Children (ICAC) Unit. The County anticipates pursuing federal funding
assistance for this project. An educated preliminary cost estimate is required to support funding
applications and budget planning. This procurement is conducted in accordance with §§
8.285–8.291, RSMo. Selection will be based on demonstrated competence and qualifications.
Fee proposals shall not be submitted at this stage.
2. Selection Criteria. Statements of Qualifications will be evaluated using the following
criteria: 1) Specialized experience with law enforcement, detention, or secure facilities, 2)
Experience with projects involving federal funding compliance, 3) Capacity to perform the work
within anticipated time constraints, 4) Past record of cost control, schedule adherence, and
quality, and 5) Familiarity with Cass County and regional construction conditions.
3. Submission Requirements. Interested firms shall submit:
Firm overview and qualifications.
Resumes of key personnel assigned to the project.
Description of at least three comparable projects.
Demonstration of experience preparing reliable preliminary cost estimates.
Demonstrate familiarity with federal procurement standards
Contact information for references.
4. Selection Process. The County will evaluate qualifications received, identify the most
qualified firm, prepare a written scope of services, and negotiate a contract at fair and reasonable
compensation. If negotiations are unsuccessful, the County reserves the right to negotiate with
the next most qualified firm.
5. Statements of Qualifications must be received no later than:
