NOTICE TO PROPOSERS
SOQ 25-681-CP Pre-Qualification for ADC Courtyard Offices
Purpose: The County of Frederick has determined that contractors who submit bids on this project must be prequalified.
Contractors interested in bidding this project are required to complete a Prequalification Questionnaire.
The County will evaluate the questionnaires submitted by each Contractor for the purpose of determining, in a timely manner, bidders who are deemed qualified for the successful performance of the type of work included in this project.
Deadline for Submission of Prequalification Applications: Prequalification applications must be received no later than August 5, 2025, at 3:00 PM
Interested Contractors are encouraged to submit their prequalification applications as early as possible.
Delivery of Completed Applications: Applications for prequalification should be submitted as an attachment to an email directed to the following email address: bstieg@frederickcountymd.gov
All material to be submitted shall be included in a single PDF file attached to the email.

SCOPE OF WORK:
The project scope of work includes a one-story infill of an existing courtyard into four offices, and an inmate interview room with an inmate staging. The project to include Long-Span composite Metal Deck, TPO roofing, masonry walls, VRF ceiling mounted cassettes, Energy Recovery Ventilator, and associated mechanical and electrical systems. This project is located on the secured side of the facility and will require security protocols to ensure the separation of inmate populations and work.
Challenges expected on this project include the following:
A. Passing background investigation.
B. Secured working locations.
C. Requirement to have full-time supervision of non-working Superintendents.
D. Coordination of subcontractors in secured space.
E. The construction site is located on the interior of the building at great distance from the closest exit.
The contractor should be able to demonstrate a past history of completing similar projects within schedule and budget.
Due to the secured nature of the project, drawings will only be released to contractors after qualified contractors are selected, and a non-disclosure agreement is completed.
