Bidding Documents and solicitation details are available online, without charge, at https://pennbid.procureware.com. Questions will be accepted until 5 PM, Wednesday, February 19, 2025. All questions must be submitted in writing through PennBid.
All proposals (bids) are to be accompanied by a bid bond or certified check in the amount of 10% of the total bid. The Township reserves the right to waive any informalities, irregularities or defects in the bid; or to reject any or all of the bids.
A mandatory pre-bid meeting will be held at 10:00 AM on February 17, 2024 on-site at the existing driveway to be removed (1300 Lititz Road at the entrance to B.R. Kreider & Son Inc. Excavating and Paving and Pin Oak Service Center Auto & Truck Repair.) Contractor attendance is required for a bid to be accepted for the project. B.R. Kreider & Son Inc. is not disqualified from bidding. Bids results will be opened at 11 AM on February 24, 2025. The results will subsequently be posted to PennBid.
All Bidders are required to establish proof of competency and responsibility, in accordance with 67 PA Code Chapter 457, Regulations Governing Pre-qualification of Prospective Bidders and PennDOT Form 408/2020, as supplemented and amended, Section 102. Subcontractors must pre-qualify in the same manner, if listed in the proposal or if Bidder subsequently undertakes the partial or total construction of one or more items of work. All Bidders and Subcontractors must be PennDOT pre-qualified for the items of work they are to perform. Any bidder to be acting as the Prime Contractor must be PennDOT pre-qualified as the same.
All Bidders and Subcontractors must be PennDOT pre-qualified. The Township has determined that this work is subject to the Pennsylvania Prevailing Wage Act ( 43 P. S. §§ 165-1 - 165-17 ) and the Contractor shall pay at least the wage rates as determined in the decision of the Secretary of Labor and Industry and shall comply with the conditions of the act approved August 15, 1961, and the regulations issued thereto, to assure the full and proper payment of the rates, except as amended by the Contract documents.

PROJECT DESCRIPTION
The purpose of this project is to widen the northern portion of Lititz Road (T-715), construct a new Kreider Lane driveway, remove existing Kreider access to create parking area, and add a signal to the intersection of Lancaster Road (SR0072) and Lititz Road (T-715).
