Project Description: Sealed Bids will be received by the Wyoming Area Regional Police for:
Wyoming Regional Police Rear Building Renovation- is generally comprised of the renovations for offices, conference room, electrical, plumbing, hvac, and exterior façade of an existing 1-story building including all incidental work related thereto.
Electronic sealed Bids are to be submitted online via the PennBid™ Program until 12:00 pm (noon), local time, March 10th, 2025. All bid Documents and solicitation details are available online at no cost at PennBid™ - www.PennBid.net
A mandatory pre-bid meeting and walk through will be held at 11:00 am on February 21, 2025, in the Wyoming Regional Police Rear Building, 475 Wyoming Ave., Wyoming, PA 18643, to allow for the bidders to familiarize themselves with the site conditions of the existing building prior to submitting a bid.
Attention bidders’, the contractor must comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon and Related Acts as contained in the CONTRACT DOCUMENTS, must be paid throughout the duration of this project. Bid security, in an amount equal to ten (10%) of the total bid, shall be submitted with each Bid, in accordance with the Instructions to Bidders.
Bidders must provide a construction schedule and reasonable date of completion to be considered.
The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond and Labor and Material Payment Bond.
The successful Bidder must submit a minimum of 2 of their past projects of similar experience as well as their references.
The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, handicap, or family status, and that to the greatest extent feasible utilize project area business located in or owned in substantial part of project area residents.
In accordance with Executive Orders 11625 and 12138, the successful bidder must utilize, to the greatest extent feasible, minority and/or women-owned business concerns which are located within the municipality, county, or general trade area.
In addition to Equal Employment requirements of Executive Order 11246, as amended, the contractor must also comply with 2 CFR 200.231 with regard to Disadvantaged Business Enterprises in his aggregate on-site construction work force, materials and equipment.
Wyoming Area Regional Police reserves the right to reject any or all bids or portions thereof, and to waive any informality in the bidding.
The selection of the successful bidder shall be made in the best interest of Wyoming Area Regional Police, as they solely determine, and bidders acknowledge this by submitting a bid.
Bids may be held by Wyoming Area Regional Police for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids, before awarding the Contract. Except for Bids properly withdrawn prior to the opening of Bids, no Bidder may withdraw his Bid until sixty days after the date of opening of Bids. The right is reserved by Wyoming Area Regional Police to reject any or all bids, to waive any informalities or defects or to accept the Bid that, in the judgment of the Wyoming Regional Police, will be in its best interest.
