Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This combined synopsis/solicitation SHALL be posted on both SAM.gov and NECO (https://www.neco.navy.mil/).
The RFQ number is N0018925QR081.

This is a full and open requirement.
The NAICS code is 334516 and the Small Business Standard is 1,000.
The Naval Submarine Medical Research Laboratory (NSMRL) provides research solutions to the most medically challenging platform in the Navy, the US Submarine. NSMRL serves the submarine fleet by taking the lead in undersea human factors, sensory sciences, and operational medicine, delivering timely evidenced-based healthcare solutions for the Navy. In order to accomplish its mission objectives, NSMRL relies on the accuracy, correctness and integrity of data collected for thorough and objective analysis.
Vendor will provide 9 multiplex immunoassay kits to analyze samples collected as part of the NISE Cells project. These immunoassays must allow for the accurate identification and quantification of specific biomarkers and be compatible with the Luminex 200 Instrument System.
The multiplex immunoassay kits need to meet the following criteria:
1.HPLX1-115SP-10M MILLIPLEX PLEXpedition- Screening Panel MIXMATCH QTY:6
2.MCYT1-190K-10 MPX Mouse Cytokine Expansion Panel 1 QTY:3
Quotes must be submitted via email to jason.k.parker4.civ@us.navy.mil by July 14, at 1100 a.m. EST.

The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.

Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.
Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
