Description

The FAA has a requirement for a Removal Action (RA) at Bldg 101 in Yakutat, Alaska to remove petroleum contaminated soils with contaminant concentrations that exceed applicable cleanup criteria.

- This work is to excavate and dispose of up to 800 tons of petroleum impacted soil near the Yakutat Airport.

- Petroleum impacted soils are predominantly present 4-8 feet below ground surface (bgs) but extend to the surface and down to 10’ bgs in some locations. Multiple utilities including telephone and power run along the excavation area margins, fiber optic runs through the norther portion of the excavation area, and multiple additional utilizes are located in the general site vicinity.

- Groundwater is present at ~5-6’ bgs the site so the contractor must manage soil moisture to prevent pooling water in waste disposal vessels.

- The site is partially covered by a ~6500 square foot laydown/pad area that must be excavated through to remove the petroleum soils and it must be put back during site restoration. Multiple semi-mobile trailers with temporary utility hookups are located on the onsite pad and must be removed during work and replaced after completion.

This work must be conducted in July/August of 2026 (during seasonal low water levels).

In order to better understand the market for this potential requirement, the FAA requests the following information from interested small business vendors:

1. Name of Company (the resultant Prime contractor that may ultimately be awarded the subsequent contract)

2. Address

3. Point of Contact name, email address and telephone number

4. UEI Number

5. Relevant experience on similar projects within the last five years. Please provide specific contract numbers, contact names and email information to support claimed capabilities. Limit to 5 pages.

The System for Award Management (SAM) registration for interested Contractors must show that they are an active small business to be considered for inclusion in the future solicitation.

Please submit your capability statement and the above information to Sonia.o.holguin@faa.gov no later than May 18, 2026 at 1000 Central Time.

Failure to respond to this pre-solicitation with all of the requested information will preclude a Contractor’s ability to receive a copy of the future solicitation. Limit complete responses to no more than five pages. Information will not be released; however, mark PROPRIETARY on all documents submitted, as applicable.
