Description

The U.S. Army Corps of Engineers (USACE) intends to execute an additional work modification to contract #W912H24P0041 to United Elevator, LLC for a new motor and drive for the HECSA Kingman building elevators #1 and #2. The elevators in question are serviced exclusively by United Elevator, LLC, which has oversight of their parts, software, and maintenance specifications. After a comprehensive review, we have determined that United Elevator can provide the required repairs and maintenance services with specific parts, tools, and software with which they are very familiar. Although another third-party vendor could perform this work, United Elevator has the direct knowledge of the issues as they have been working on these elevators for years and can guarantee compatibility with the existing systems. Further, United Elevator has trained technicians with specialized knowledge and certifications for servicing and repairing these particular elevators and can realize the needed repairs and replacements much faster and at less cost than could a vendor who is not postured with such knowledge and experience regarding these two elevators. Also, elevator safety is heavily regulated by local, state, and federal guidelines, and United Elevator is uniquely positioned to ensure compliance with these standards, as they are familiar with the design and operational requirements of their systems. Finally, any attempt to outsource services to an alternative vendor would require extensive training and potential risks associated with a new learning curve – i.e., not having troubleshot these two elevators in recent months. Again, these factors would result in additional costs and potential operational downtime. We estimate that any other provider would need at least two to three additional months and might not be able to get all of the required parts affordably, if at all. These factors would result in additional costs and potential operational downtime, and any other elevator company will require duplicated effort because of necessary troubleshooting requirements.



No competition is being sought unless/until another source is identified.



This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A separate solicitation will not be posted.

However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with executing an additional modification to contract #W912HQ24P0041 to United Elevator, LLC.
