Description:

Sealed proposals for the Arbor Lakes / Halleck Avenue Lift Station Elimination Project will be received at the office of the City Clerk, 118 Hillsboro Avenue, Edwardsville, Illinois 62025 until 2:00 PM prevailing time on Thursday, March 5, 2026. Proposals will be opened and read publicly at 2:00 PM, prevailing time on Thursday, March 5, 2026, at the Office of the City Clerk. Plans and proposal forms will be available online by visiting the City of Edwardsville website at https://www.cityofedwardsville.com/bids.aspx. The work includes installation of approximately 2,509 lineal feet of 12” diameter gravity sanitary sewer pipe and five (5) new manholes. The sewer will be installed using both open cut and boring and jacking methods. The work also includes, but is not limited to, excavation, erosion control, site restoration, traffic control, partial demolition of the existing Arbor Lake / Halleck Avenue Lift Station, and ancillary work as necessary for a complete and satisfactory project as shown in the Drawings. A non-mandatory pre-bid meeting will be held on Thursday, February 26, at 10:00 a.m. at the project site, located at the Ridge View Pump Station, as identified on Plan Sheet 3 of the drawings included in the bid package. The site entrance is located on the right-hand side of eastbound Governor’s Parkway, approximately 200 feet prior to the intersection with Ridge View Road (38.794866, -89.912945). The purpose of the pre-bid meeting is to discuss the bidding requirements, receive questions, and visit the proposed construction area. Attendance is recommended but not required for all prospective bidders. The contractor shall not pay less than the prevailing rates of wages to all laborers, workmen and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILSC 130/1-12). Upon award, the successful bidder shall be required to enter into a Project Labor Agreement with the Southwestern Illinois Building & Construction Trades Council, as specified in the proposal. The City of Edwardsville encourages minority business firms to submit bids for this project.  The City of Edwardsville also encourages successful bidders to utilize minority businesses as sub-contractors for supplies, equipment, services, and construction. The City of Edwardsville reserves the right to waive technicalities and to reject any or all proposals.
