INVITATION FOR BIDS
PART 1 GENERAL
1.01 BRTC POCAHONTAS - ACOUSTICAL WOOD WALL PANELS - RCDC LOBBY
A. Black River Technical College is requesting SEALED bids from Qualified Licensed General Contractors for the furnishing of materials, labor, equipment, tools, accessories, and supervision necessary for completing the above referenced project.
B. SEALED Bids for the construction of BRTC Pocahontas - Acoustical Wood Wall Panels - RCDC Lobby will be received by Steiling Architecture on behalf of Black River Technical College, hereinafter termed Owner, until 2:00 p.m. local time, August 19, 2025, in the Business Technology Center Large Conference Room (entrance on east side of building) at Black River Technical Center, located at 1410 Hwy 305 East, Pocahontas, Arkansas, 72455 where the Bids will be opened and read aloud. Bidders are invited to attend. All Bids will be taken under advisement for review.
C. Bids shall be submitted on the form provided by the Architect, and are to be delivered in a sealed opaque envelope clearly identifying the Project Name, Bidder’s name, Bidder’s address, and Bidder’s current Arkansas Contractor’s license number on the front. Bids may be delivered to the Bid opening location, or be mailed or shipped to: Attn: Rhonda Stone, Black River Technical College, P.O. Box 468, Pocahontas, AR 72455. If mailed or shipped, Bids must be received by 10:00 a.m. on date of opening. Bids not received for opening at Bid time and date listed above will not be accepted and will be returned unopened.
D. Bidder must be properly licensed as a current General Contractor by the State of Arkansas at the time of Bid Opening.
E. Bidders are to comply with Section 001150 - Supplementary Invitation for Bids as found in the Contract Documents.
F. Bids will be based on a single lump sum basis for entire project.
G. BASE BID PROPOSAL:
1. Complete demolition of designated portion of existing wall mounted fixtures and devices as noted.
2. Prepare wall surface and install metal hat channel sub-structure for attaching acoustical insulation board and Acoustical Wood Wall Panels.
3. Paint all walls and hollow metal door frames in Lobby area.
4. Protect existing flooring, ceiling mounted fixtures and devices. Paint existing S.A.T. grid and tiles.

I. The Contract Documents may be obtained as follows:
1. Contract Documents in hard copy and/or electronic (pdf) format may be purchased (non refundable) from Jonesboro Blueprint Co., or Southern Reprographics at the fair market value of printing services. Those purchasing Contract Documents are responsible for the cost of shipping and handling, if necessary.
2. For the mutual protection of the Owner, Contractor, and Architect, no partial sets of Contract Documents will be issued, in either hard copy or electronic format.
J. A Pre-Bid conference will NOT be held prior to bid opening.
K. Bid security in the form of a Bid Bond, Cashiers or Certified Check, in an amount equal to 5% of the Bid submitted, and payable to Black River Technical College, must accompany each Bid as a guarantee that, if awarded the contract, the bidder will promptly enter into a contract and execute such bonds as may be required.
L. Performance and Payment Bond, equal to the Amount of the Contract, will be required of the bidder awarded the Contract.
M. The Bidder awarded the contract will be required to submit Proof of Commercial Liability Insurance.
N. All bidders must conform to the requirements of the Arkansas Contractor’s Licensing Board.
O. No bidder may withdraw his Bid within thirty (30) days after the actual date of the opening thereof.
P. The Owner reserves the right to reject any or all Bids, and waive any formalities in Bids received, not bound by Arkansas statutes. Price alone may not be the determining factor. Award will be based upon those considerations which are in the best interest of the Owner, and will be made to the responsive, responsible Bidder whose bid is judged to be the most effective for the requirements and specifications stated in the Invitation for Bids. Proposals which fail to comply fully with any provision of the Bid Documents will be considered invalid and will not receive consideration. Proposals shall be addressed to the undersigned:
