ADVERTISEMENT FOR BIDS
Qualified Contractors are invited to bid on a contract for “ASUN Marked Tree Walking Trail Phase I, Marked Tree, Arkansas”. The bids shall be on a lump sum basis.
Arkansas State University Newport, hereinafter termed owner, will receive bids until 2:00 p.m., Wednesday, August 27, 2025. Bids may be mailed or delivered in care of Adam Adair, Executive Vice Chancellor/CFO, 7648 Victory Blvd., Newport, Arkansas 72112. Bids received after this time will not be accepted.
Bids will be publicly opened and read aloud at the stated time in the Delta Grill (Room A101) within Building “A” on the Arkansas State University Newport – Marked Tree Campus.
Project scope consists of approximately 1,190 linear feet of 10’ wide asphalt walking trail on the north side of the ASU Newport – Marked Tree campus. This includes various drainage structures, localized site demolition, and repair of surrounding green space.
Plans, specifications, bid forms, and other contract documents may be examined at the office of the architect. The official version of the complete set of the contract documents should be examined and are obtainable from:

Obtaining contract documents through any source other than the Design Professional or their representative(s) is not advisable due to the risks of receiving incomplete or inaccurate information. Contract documents obtained through the Design Professional or their representative(s) are considered the official version and take precedence should any discrepancies occur. General contractors may obtain two (2) complete sets of bidding documents upon deposit of $100.00 per set, payable to Brackett-Krennerich & Associates, P.A. which is refundable, less postage/shipping costs, if applicable, to bona fide bidders upon return of documents in good condition within 10 days after bid date.
Additional sets of documents may be obtained for use by subcontractors and material suppliers upon receipt of $50.00 per set which is refundable less cost of reproduction (50% refundable), and less postage/shipping costs if applicable, upon return of documents in good condition within 10 days after the bid date. No partial sets will be issued.
Bid Security in the amount of five percent (5%) of the bid must accompany each bid in accordance with the Instructions to Bidders.
Bidders shall conform to the requirements of the Arkansas licensing laws and regulations for contractors, and shall be licensed before his bid is submitted.
Bidders are hereby notified that the provisions of the Davis-Bacon Act & Federal Prevailing Wage Rates apply to portions of this project.
Arkansas State University Newport hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The work hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
Build America, Buy America provisions apply to this project.
ASUN encourages all small, minority, and women business enterprises submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.
There will be a Pre-Bid Conference held at the site (in the Delta Grill room) on Wednesday, August 13, 2025. The conference will start at exactly 2:00 p.m. Prime contractors who arrive late or fail to attend this meeting may forfeit their bidding privilege. The owner reserves the right to waive this requirement and/or schedule additional meetings.
The owner reserves the right to reject any and all bids, or to waive any formalities.
