Solicitation Description:

Alief Independent School District is soliciting proposal pricing for K-12 Demographic Study, Enrollment Projections, and Boundary Planning Services. The deadline for submission of proposals is March 6, 2026 at 11:00 a.m. Your presence is not required at the bid opening. Faxed, Emailed or Late Proposals will not be accepted. All deliverables for the primary work must be completed by September 30, 2026.
DEMOGRAPHIC STUDY TO INCLUDE:
1. Full parcel database update with most current dataset (GIS) – including ownership update research of large un-developed parcels > 3 acres.
2. Re-align latest street files (GIS .lyr) to district planning use zone .lyrs ( e.g., align planning use zones to exact centerlines for accurate tallies).
3. Analyze past 5 years student downloads and provide detailed Grade by Grade and (Bilingual & Monolingual) Enrollment projections for each campus for next 10 years.
4. Provide research of all single-family home developers currently owning vacant land in district and any existing subdivisions under construction.
5. Provide Census migration data by campus and change maps showing school by school and district by district for comparisons from 2010-2020 to latest ACS survey.
6. Provide detail data from projections in tabular format as in parcel by parcel or subdivision/apartment complex projections for each of the 10 years forecasting.
7. Provide Hardcopy of all analysis (15 copies) and all data/files generated in electronic format as well.
8. Provide updated HGAC or newer TIF aerial photos of district.
9. Provide updated wall map with all subdivisions and apartment complexes named and shaded. Along with planning use zones outlined.
10. Analysis of projections should show migration predictor factors by grade level used in forecast to be attributed to the following:
• Birth rates of each year
• Migration factor to charter system
• Migration factor to private school/micro school
• Migration to homeschool
• Migration to virtual school (charter/private/public ISD)
• Immigration policy effects (withdrawals + incoming immigration)
11. Survey sampling of statistically significant portion of each of 6 segments of district aligning with middle schools after first holding an open public meeting with community of each area of district describing the enrollment projections project, scope of learning about residential factors families have chosen, economic factors, school offerings and their general feelings regarding the public school offerings at the different grade bands and choice offerings of Alief ISD, (e.g. importance of the neighborhood elementary, intermediate, middle school. Importance of proximity to home vs transportation offerings at varied grade bands of schools etc.)
