PROJECT NAME: 2025-1 Drainage Improvements, Delaware Street at Chelsea Street, Amber Street at Cedar Street and Lakeshore Drive at Oxford Street, Stormwater Division, City of Hot Springs, Arkansas.
The City of Hot Springs will receive bids for drainage improvements and replacements shown on the plans. Work includes but is not limited to removal of removal of 3’x 5’ concrete box culvert and 75 feet 18” VCP, remove existing inlet, install junction boxes and curb inlets, install 96 LF of 18” RCP, install 44 LF of 18” CPP, install 55 LF of 36” RCP and 432 LF of 36” CPP,
The City of Hot Springs will receive bids until 2:00 PM Local Time, August 25, 2025 at the Purchasing Office, 324 Malvern Avenue, 2nd Floor, Hot Springs, AR 71901. Bids received after this time will not be accepted. Bids will be opened and read aloud immediately after the specified closing time. Bids may be delivered by any means available expect electronically (fax or e-mail). Faxed/e-mail bids will not be considered.
Bidding Documents may be obtained at the Engineer’s Office upon payment of $50.00 for each set of documents. Return of documents is not required and amount paid for bid documents is not refundable. Partial sets are not available. The complete bid packet may be examined at the following locations:

A performance and payment bond written by a responsible surety company authorized to do business in Arkansas, in the amount of the contract, will be required on all contracts in excess of $35,000.
Bid security in the form of a cashier’s check only (relative to other types of checks), drawn on a bank or trust company doing business in Arkansas, or a corporate bid bond in favor of the City of Hot Springs and in the amount of five percent (5%) of the bid amount is required on bids exceeding 35,000 and must be submitted with the bid.
Bids may not be withdrawn within 90 days of opening.
Bidders must provide with their bid a certificate regarding Equal Employment Opportunity, as applicable.
The contractor must comply with all laws, regulations, directives and rules.
The contracting party shall not discriminate on the basis of race, sex, color, national origin, gender, sexual orientation, gender identity or disability.
Qualified (conditional) bids will be subject to rejection. Contractors must comply with City Codes as applicable. Any sub-contractors utilized are subject to City approval. Bidders are expected to inspect the work site and inform themselves of local conditions. Bidders must be prepared, if requested by the City, to submit additional information such that the City can determine responsibleness. The City encourages the participation of disadvantaged, small, minority, and woman owned business enterprises in the procurement of goods, services, and construction, either as contractor or subcontractor. Certification by a government agency is required for recognition as such an entity. The City reserves the right to reject any or all bids, to waive any formalities and to, in the opinion of the City accept the bid that is in the City’s best interest.
