PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing
preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears
in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences
. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS
MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY
PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE
CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A
PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES DO NOT APPLY
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office
in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the
Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state
office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

SOLICITATION # 2026-028
The Solicitation may be amended at any time prior to opening. Submitters shall acknowledge receipt of any amendment to this solicitation
(1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose
on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this
solicitation is amended, then all terms and conditions which are not modified remain unchanged.
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS
WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED
BELOW. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR
THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “DISTRICT’S
RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN
ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO
THE ORIGINAL PROVISION. STRICKEN TEXT IS DELETED.
CHANGES TO THE SOLICITATION:
I.
The deadline for submission of offers has been extended to March 04, 2026 @ 2:00 pm
CLARIFICATIONS / RESPONSES TO BIDDER QUESTIONS:
QUESTION 1: Are you having a site visit?
District’s Response 1: Bidders are strongly encouraged to visit the site(s) prior to bidding to inspect. All visitors are required
to check in at the front office of the school upon arrival.
QUESTION 2: Do you have to bid on all jobs or just the ones we want to do?
District’s Response 2: Vendors awarded this contract are not required to provide quotes for every project.
QUESTION 3: How many schools/buildings are there?
District’s Response 3: The District currently operates a total of 13 elementary schools, 2 intermediate schools, 3 middle
schools, 4 high schools, 1 Center for Advanced Technical Studies and 1 alternative school. Additional basic information about
the District is posted on the District’s website: www.lexrich5.org.
QUESTION 4: Task Orders & Pricing Application - Will the District issue individual task orders using the awarded pricing
schedule, or will vendors be expected to submit a project-specific quote for each site following a site visit?
District’s Response 4: This is a fixed-price, multiple award contract. The District will not issue automatic task orders solely
based on the base bid schedule. The District will identify project needs on an as-needed basis. Awarded contractors will be
invited to submit a project-specific quote for the identified site/project. All quotes must be consistent with and reflective of
the pricing established in the awarded bid schedule.

Amendment One
QUESTION 5: Project Segmentation - For larger campuses, does the District typically request pricing for the entire campus under a
single task order, or may work be segmented by building, area, or surface type?
District’s Response 5: Please see response to Question 4.
QUESTION 6: Measurements & Facility Data - Will the District provide estimated square footage, surface quantities, or facility
drawings for planning purposes, or should bidders assume all measurements will be contractor-provided
District’s Response 6: The District will provide an approximate square footage for projects. It is the responsibility of the
contractor to take field measurements and verify the square footage for each project when submitting a quote for the identified
site/project
QUESTION 7: Window Cleaning Access - Are there known facilities that require lift access for window cleaning, or should bidders
assume ladder access unless otherwise specified in a task order?
District’s Response 7: There are facilities in the District that range in height from one story to three stories. Bidders are
encouraged to conduct sites prior to submitting their bid.
QUESTION 8: Contract Awards & Usage Expectations - Does the District anticipate awarding this contract to multiple vendors,
and is there any historical usage or estimated annual volume available for similar services
District’s Response 8: Award will be made to all responsive and responsible Offerors. Award may be made to more than one
Offeror. This is a new contract. There is no historical usage data available for these services. As such, the District is unable to
provide estimated annual volumes or projected volume.
