Description

The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award a Firm-Fixed-Price (FFP) delivery order to The Boeing Company, 6200 James S Mcdonnell BLVD Saint Louis Mo 63134, against Basic Ordering Agreement (BOA) N00019-21-G-0006. The anticipated delivery order provides for Contractor to perform non-standard depot repair of quantity one (1) Missile Subsystem Test Set (MSTS) Radio Frequency (RF) Microwave Tray – UWAVE P/N 2923623-3 S/N 5709A0698. Repair of part is critical to Royal Australian Navy maintaining a functioning Seeker Test Set capability. Contract award is anticipated for the second quarter of calendar year 2026.



This BOA Order is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a) (1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon Weapon System (HWS) and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the services anticipated under these orders. The Boeing Company is the sole owner of technical data for Harpoon and therefore is the only responsible source that can meet the Government's requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
