PROJECT TITLE

Griffin G510 and G510x portable GC-MS service agreements

BACKGROUND

The National Forensic Chemistry Center (NFCC) in the Office of the Commissioner/Office of Chief Scientist/Office of Specialty Laboratories and Enforcement Support (OC/OCS/OSLES) requires service contracts for Griffin G510 portable gas chromatographs with mass spectral detection (GC-MS) instruments and Griffin G510x portable gas chromatographs with mass spectral detection (GC-MS) instruments. These instruments are used in our current laboratory toolkit to detect drugs of abuse, like opioid containing products, and the results of which will help prevent these products from entering the country. These instruments need maintenance performed on a regular basis and need to have limited down time. Therefore, a service contract with the manufacturer would be beneficial to keep the instruments in good working order.

PURPOSE

The purpose of this acquisition is to obtain a service contract to support the annual maintenance and repair for the Griffin G510 and G510X portable GC-MS instruments.

SCOPE

The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The National Forensic Chemistry Center (OC/OCS/OSLES/NFCC) requires service contracts for Griffin G510 portable gas chromatographs with mass spectral detection (GC-MS) instruments Griffin G510x portable gas chromatographs with mass spectral detection (GC-MS) instruments, with Service Reports to be issued following each service.

REQUIREMENTS

At a minimum, the support plan shall cover engineer labor and travel, at least one annual scheduled Preventative Maintenance (PM) service per year, any repairs needed on the instrument during the coverage period, factory-certified replacement parts, and technical support. Through the service agreement, the contractor shall provide the necessary personnel to execute on-site or at place of manufacturer for preventative maintenance and repair and other services as identified below:

Minimum Performance Requirements

1. Providing users with direct telephone and/or remoting in capabilities for technical support from Original Equipment Manufacturer (OEM)-trained individuals. The contractor shall provide unlimited telephone and email access to instrument technical support Monday-Friday between the hours of 8-4 p.m. local time (places of performance span all time zones within the continental United States).


2. The equipment portion of the service agreement shall include at least one annual Preventative Maintenance (PM) service per year per instrument and on-site repair calls when necessary
   
   
   
   1. The service contract must provide unlimited ability to ship the instrument back to the manufacturer at their cost with a maximum 72 hour response time for shipment back (for issues that cannot be resolved remotely via telephone or remoting in).
   
   
   2. All maintenance and repair activities (including warranty work) shall be accomplished in accordance with Original Equipment Manufacturer (OEM) specification using OEM parts.
   
   
   3. Preventative Maintenance service shall include all consumables and supplies which are necessary to complete the OEM’s suggested PM protocol.
   
   
   4. A loaner instrument when repair will be over 5 days, will be provided at the cost of the contractor, when available.
   
   
   
   


3. All PM or repair services shall be performed by OEM trained technicians (verified by the OEM).


4. Contractor shall have access to the most current OEM factory training for Hardware.


5. Contractor shall have access to the most current OEM factory parts.


6. Contractor shall not use salvaged parts from other instruments when performing maintenance and repair.


7. All parts used in the PM and repairs must be guaranteed, factory tested, OEM quality parts.


8. PM included replacing parts subject to wear as defined by OEM specific PM checklist with OEM factory parts.


9. Systems covered include G510 and G510X portable GC-MS.

RECORDS AND REPORTS

The contractor shall, commensurate with the completion of each service call (inclusive of warranty service), provide the end-user of the equipment with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being serviced/repaired and detailing the reason for the service call, a detailed description of the work performed, the test instruments or other equipment used to affect the repair or otherwise perform the service, the name(s) and contact information of the technician who performed the repair/service, and for information purposes, the on-site hours expended and parts/components replaced. In addition, the Contractor shall provide monthly reports to the FDA COR and/or COR designee, not later that the fifth workday following the end of each month, summarizing all maintenance and repair activities (including warranty work) for the previous month (during months that work is performed).

PLACE OF PERFORMANCE

Tasks must be performed on-site for each laboratory or shipped back to the manufacturer at their cost. Services on-site must be performed during each laboratory’s operational hours. This is normally Monday through Friday from 8:00 a.m. to 4:00 p.m. Alternative arrangements may be made with each individual laboratory at the time service is scheduled. Individual POC’s will be identified for each laboratory at the time of award.

PERIOD OF PERFORMANCE

The period of performance begins the date of contract award execution. The base period of the contract will be 1 year from the date of award. The contract also contains three, one-year option periods that the Government may exercise unilaterally.

If exercised, the contract period of performance for option years are to be identified in each modification that exercises the respective option(s). The aforementioned period of performance terms for the options shall extend the performance period of the contract if the Government exercises the option(s) in accordance with FAR 52.217-9.

The actual POP for the contract shall be finalized at the time of award, but for planning purposes the anticipated performance period for the contract is as follows:

The dates above are estimated dates only. The actual POP of the base year will be one year from the data of award. Subsequent Performance Periods (POP) for option CLINS are contingent upon that date.

Preventative maintenance and repair visits shall not be scheduled during Federal Holidays or Federal Closures as determined by Executive Orders or WWW.OPM.GOV. Federal holidays are as follows:
