Description

1.0 PURPOSE



The purpose of this Sources Sought Request for Information (RFI) is for market research purposes only. The Government is seeking to identify all responsible sources capable of providing a complete fire station alerting and alarm (FSAA) solution that can fully integrate with the Government's existing communications and 911 infrastructure. The objective is to understand the current market's capability to meet a series of integration requirements outlined below.



2.0 BACKGROUND & CRITICAL INTEGRATION CONSTRAINTS



The Government currently operates a public safety ecosystem built upon several existing platforms. Any new solution must seamlessly and natively integrate with this specific infrastructure.



This market research is specifically intended to assess the ability of commercial solutions to integrate with the following:





  1. Redundant Alerting via LMR Network: The solution must provide alerting notifications through both IP-based networks and, for redundancy, directly through the INDOPACOM IP2LMR trunking system (a Motorola Pacific-wide LMR network). The solution must also interface directly with existing Motorola MCC7500 dispatch consoles.




  2. Native VESTA 911 Integration: The proposed Computer-Aided Dispatch (CAD) system must integrate directly and natively with the VESTA 911 system managed by the program office at Hill AFB. The solution must not require dispatchers to use a separate, secondary system or screen for 911 data, but must instead ingest data directly from VESTA to reduce workflow steps.




  3. Native C2 via LMR Network: The proposed Command & Control (C2) software must provide real-time situational display of mobile fire units by pulling location data directly from radios operating on the current Motorola LMR radio network.




  4. Existing Inter-Agency Video Architecture: The proposed video surveillance system must be able to natively integrate into the existing Avigilon video hardware/software architecture utilized by partner units, allowing for the direct sharing and control of video feeds without additional third-party software, gateways, or licensing fees.





3.0 SCOPE OF REQUIREMENT (For Informational Purposes)



The Government is seeking information on solutions that provide the following capabilities, or functionally equivalent alternatives, subject to the constraints in Section 2.0:





  • Fire Station Alerting System (4 Stations)




  • Computer-Aided Dispatch (CAD) System (Primary/ALT Dispatch)




  • Video Surveillance System (4 Stations)




  • Command & Control (C2) Software (Primary/ALT Dispatch)




  • Supporting Infrastructure: Including VESTA-compatible workstations, network backhaul equipment, display boards, ergonomic dispatch furniture, and UPS.




  • Turnkey Services: Including installation, systems integration, testing, and development of as-built drawings.





4.0 INFORMATION SOUGHT FROM INDUSTRY



Interested parties are requested to provide a capability statement that specifically and directly addresses the following:





  1. Company Profile: Company name, address, CAGE code, UEI number, and business size status.




  2. General Capability: A summary of your ability to provide the overall scope of equipment and services, to include your certification to perform the required work.




  3. Response to Critical Integration Constraints (CRITICAL):





    • LMR Alerting & Console Integration: Describe your solution's capability to provide redundant alerting through the INDOPACOM IP2LMR trunking system. Detail your technical approach for native interfacing with Motorola MCC7500 consoles without requiring console replacement.




    • VESTA Integration: Provide evidence (e.g., case studies, technical documentation) of your CAD system's proven, native integration with the VESTA 911 platform.




    • C2 LMR Integration: Explain the technical method your C2 software uses to pull real-time location data directly from radios on a proprietary Motorola LMR network.




    • Avigilon Integration: Detail your video system's capability to natively integrate with an existing Avigilon architecture, allowing partner agencies to view/control feeds without additional software or licensing.






  4. Product Line & Approach: Briefly describe the products that could meet the requirements. Explain your approach to providing a turnkey solution and taking sole responsibility for the successful integration and compatibility of all components.




  5. Industry Feedback: Any professional feedback on the feasibility or challenges associated with meeting the integration constraints described in Section 2.0.
