2026-037MT RFQ Phase VIII, Major Thoroughfare Program #20703

The City of Tupelo is seeking Statements of Qualifications and Proposals from interested engineering firms for the purpose of providing full engineering services for PHASE VIII of the MAJOR THOROUGHFARE PROGRAM.

Phase VIII of the Major Thoroughfare Program consists of eleven (11) segments of major streets to be widened and improved in Tupelo, Mississippi. The work covered by this request includes preparation of engineering reports, environmental surveys, preparation of environmental impact statements, roadway design, surveying, plans, specifications, testing and inspection of the individual segments.

Firms interested in providing these services must submit, as a minimum, the following information:

1. Experience over the past five years in planning, scheduling, designing and providing construction oversight of major collector and thoroughfare roads under full traffic conditions.

2. Experience over the last five years in working with Federal and State agencies. Provide a list of agencies and primary contact.

3. The firm’s ability and manpower (either in-house or contracted) to establish schedules and meet these established schedules and deadlines.

4. Number of professional employees by discipline, registration and experience that will be dedicated to these projects.

5. The firm’s ability to provide a cost efficient design.

6. Surveying capability and availability on short notice.

7. Professional fees (design and construction oversight) — expressed as a percentage of the actual construction cost of the project (Project list provided).

Firms responding to this Request for Qualifications and Proposal will be ranked using the requested information and an Engineering Firm selected. The City of Tupelo reserves the right to reject all statements of qualifications and proposals.

A complete copy of the Request for Qualifications and Proposal Package may be obtained by contacting the office of the City Engineer. Interested firms are required to submit one original and eight copies of their response. These proposals should be marked with Request for Qualifications and Proposal 2026-037MT, Phase VIII of the Major Thoroughfare Program and should be received by 10:00 a.m. on Tuesday, September 1, 2026 in the office of the Purchasing Clerk, 71 East Troy Street, Tupelo MS, 38804.
