1. INSTRUCTIONS TO BIDDERS
1.1 Overview
The City of Ventura seeks a qualified Contractor to clean and service the City's owned and/or
maintained catch basins up to two times per calendar year and as requested by the City's Project
Manager.
1.2 Request For Proposal Timeline

1.3 Question and Answer Period:
All questions regarding this Request for Proposal (RFP) shall be submitted via email to Nicole
Supan, Purchasing Supervisor, at nsupan@cityofventura.ca.gov PRIOR to Wednesday,
August 12, 2026, at 2:00 PM. Any questions submitted after the deadline shall be rejected.
All questions will be answered in the form of an addendum.
1.4 Proposal Submission:
To be considered, all proposals must be submitted in the manner set forth in the RFP. It is the
Responder's responsibility to ensure that its/their proposal arrives on or before the specified
time. Proposers shall provide one (1) hard copy in a SEALED envelope clearly marked with
the Proposal Number, and one (1) PDF electronic copy sent via email to the Purchasing
Supervisor, Nicole Supan at nsupan@cityofventura.ca.gov, submitted on or before Tuesday,
August 25, 2026, at 4:00 PM PST. If discrepancies are found between the hard copy and the
PDF, the hard copy will provide the basis for resolving such discrepancies. If no document
can be identified as the original, proposal may be rejected at the discretion of the City.
No oral, telegraphic, electronic, facsimile, or telephonic proposals or modifications will be
considered in the absence of a hard copy sealed proposal.
Proposals received after the scheduled submittal deadline will be returned. Proposals
postmarked prior to submittal deadline, but received after the deadline, will be returned.
1.5 Elevated Consultant Interviews
The City may elect, at its option, to elevate the most qualified firms to an interview phase.
1.6 Proposal Format:
Proposals must be submitted in the format described in the Proposal Format and
Requirements Section No. 3.2. Proposals must be complete in all respects as required in the
Proposal Format and Requirements Section. Proposals are to be prepared in such a way as
to provide a straightforward, concise description of capabilities to satisfy the requirements of

the RFP. Expensive binding, colored displays, promotional materials, etc., are not necessary
or desired. Emphasis should be concentrated on conformance to the RFP instructions,
responsiveness to the RFP requirements, and on completeness and clarity of content. A
proposal may not be considered if it is conditional or incomplete.
1.7 Insurance Requirements:
Successful firm shall provide insurance as noted in Exhibit "C" of Attachment "C" General
Services Agreement.
1.8 Agreement Prices:
At any time during the course of this anticipated contract the City may alter the Scope of Work,
making changes to the assignments and times indicated, and/or adding or deleting
assignments as deemed necessary. The City and firm will negotiate changes to the contract
pricing accordingly.
Unless otherwise stated, prices are maximum for the term of the Contract. Price adjustments,
if allowed under this Contract, must be requested in writing and accompanied by the required
information to substantiate the request for price adjustment, as set forth in the Contract. No
price adjustment allowable under this Contract will be granted retroactively. The CITY must
also be given the benefit of any decline in prices. If any price increase is granted by the CITY,
the increase shall not be greater than the Consumer Price Index (CPI) of the current year.
1.9 Agreement/Contract:
A copy of the City of Ventura's General Services Agreement, Attachment "C" is included
herein, as it will be the document executed into a final contract between the City and the
awarded Consultant. You do not have to return Attachment "C" with your proposal submission;
the sample General Services Agreement is provided for reference only and does not have to
be returned with the bid.
1.10 Term of Agreement
The term of this Agreement shall commence on effective date and will continue for a period of
one (1) year. The City may elect, at its own option, to review the agreement for four additional
one-year increments. Initial term plus any option to extend shall not exceed a total of five
years.
1.11 Subcontracting:
No Subcontracting any portion of Consultant's duties under this agreement without prior
written consent of the City.
1.12 Communication with City Staff or Elected City Representatives:
Any communication with City staff or City Elected Representatives, except for the Purchasing
and Contracts Division, regarding this RFP is prohibited. Disregard of this provision could
result in rejection of the proposal.

2. SCOPE OF SERVICES
2.1 Project Overview
The City of Ventura seeks a qualified Contractor to clean and service the City's owned and/or
maintained catch basins up to two times per calendar year and as requested by the City's Project
Manager. The Scope of Services to be performed under this Contract includes the Contractor's
services only, which supports the City of Ventura's compliance with Municipal Separate Storm
Sewer System (MS4) Permit obligations.
2.2 Background
Per the City of Ventura's MS4 Permit, City owned and/or maintained catch basins must be
maintained to reduce pollutants from discharging into local creeks, rivers and the ocean to the
maximum extent practicable. Inspecting and cleaning of catch basins reduces pollutants from
entering underground storm conveyance systems and is an effective strategy for pollutant
reduction. Inspecting and cleaning of catch basins in high trash generating areas more frequently
than once per year helps target known trash generating hotspots as well as reduces catch basin
blockages that can lead to flooding and public health and safety concerns when it rains.
Additional City storm drain maintenance programs not included in this Scope of Services are
large debris removal programs, street sweeping programs and storm conveyance system
replacement programs.
2.3 Scope of Work
Catch Basin Cleaning
The Contractor shall clean catch basins, inlets and related storm drain structures of debris,
sediment and miscellaneous obstructions by mechanical means or hand labor. Catch basins will
be thoroughly cleaned until all debris is removed from the sides, bottom and trash excluder
screen device, if present. The invert of the inlet, bicycle grate, curb face or other influent
structure will also be cleaned if debris is present.
Prior to cleaning the catch basin, the Contractor will estimate the type of debris in the basin as
well as the quantity according to 5-gallon bucket quantities. These quantities can be broken into
smaller increments such as 14 bucket, 12 bucket, 34 bucket and whole bucket amounts. The
Contractor will take a before-and-after photo of the catch basin using the work recording app.
All debris quantities and related work data will be entered into the work recording app for all
locations. Catch basins will be randomly field checked by the City and will be recleaned by
Contractor if debris removal is unsatisfactory. The City will not be charged for this supplementary
cleaning, if cleaning is unsatisfactory.
If Contractor estimates over 30 buckets of trash and organics combined in a single catch basin,
the Contractor will enter this into the work recording app. A minimum of 3 photos from different
angles shall be taken clearly showing estimated elevated quantity of material in the catch basin.
The Contractor shall also provide a brief narrative description of type of material in the catch

basin in the work recording app. Catch basins with over 30 estimated buckets of waste will not
be cleaned by Contractor during normal scheduled cleaning. The City Project Manager will
review with Contractor at the end of each scheduled cleaning cycle any/all 30 bucket locations
to determine if each location can be cleaned by Contractor and how many additional cleaning
units to charge the location (if cleaning is possible). Depending on estimated quantity of material
in each location, one (1) or two (2) additional cleaning units may be added to the location as
determined by the City Project Manager.
Catch Basin Inspection Example:
A catch basin inspection occurs when Contractor arrives at a catch basin, removes the lid or
grate, and doesn't observe any debris needing removal. Contractor will leave the entries for
debris blank on the work recording app and the system will record this as an inspection.
Contractor will also take a photo of the clean catch basin. No dumping placards will be replaced
if necessary and trash excluder screen will be noted if present.
Catch Basin Cleaning Example:
Contactor removes the lid or grate, observes debris in the catch basin and makes a good faith
effort to estimate the quantity and type of debris. For example, Contractor observes one
beverage cup and two buckets of leaves. The cup would count as 14 bucket of trash and the
organics count as two buckets. A picture of the catch basin is taken before cleaning. Contractor
cleans and removes all debris from the basin, deck, bicycle grate, inlet, curb face, trash excluder
screen and invert pipes. The quantities are entered in the work recording app. An after photo is
t taken of the cleaned catch basin using the work recording app. No dumping placard is replaced
if necessary and trash excluder screen is noted.
If Contractor estimates over 30 buckets of waste in a single catch basin, a minimum of three
photos shall be taken showing debris followed by a brief narrative description entered into the
work recording app. Catch basins with over 30 buckets of waste should not be cleaned during
normally scheduled cleaning and may be revisited once reviewed by the City Project Manager.
Debris removed during cleaning and service will be classified in two categories: trash and
organic waste. Trash includes non-natural debris, plastic, metal, glass, aluminum cans and
other non-organic pollutants. Organic debris includes leaves, sticks/branches, dirt, mud, grass
clippings or other similar types of material.
Trash and organic solid waste can be disposed in the trash roll-off bins in the lower municipal
yard located at 336 Sanjon Road, Ventura, CA 93001. Contractor will not be charged for
dumping and disposal of solid waste at 336 Sanjon Road. Liquid waste disposal is not included
in the Scope of Services. Contractor can discuss liquid waste management with the City Project
Manager, if encountered during the course of work. Hazardous waste is not expected to be
encountered during normal course of work. If hazardous waste is encountered, the Contractor
is to immediately notify the City Project Manager.
Trash Excluder Screen (CPS Device)

The City has installed approximately 650 trash excluder screens (connector pipe screen (CPS)
devices) in catch basins that receive storm runoff from high trash generating areas. When a
screen is encountered, Contractor will mark the appropriate field on the work recording app.
Contractor will clean catch basin (see Catch Basin Cleaning above) and the trash device using
approved dry methods. Contractor will reinstall screens that have become dislodged from their
mounts when catch basin cleaning is completed. Any damage to the trash excluder screen shall
be recorded in the notes area for each specific catch basin on the work recording app.
No Dumping Placards
Contractor will be supplied with "No Dumping Drains to Ocean" placards and will replace
placards that are damaged or missing. If an existing placard has become damaged, dirty, or
otherwise illegible, Contractor will remove and replace placard. Adhesive will be provided, and
charges will be based on a per-installation basis. Contractor is required to clean the application
area thoroughly with a hand wire scratch brush or similar product to remove all dust, debris and
other materials that may prevent adhesion prior to installation. Only new placards shall be used
for replacement installation.
Measurement & Payment
"Catch Basin Inspection" shall be measured by each catch basin inspected without any debris
removal and includes data entry on the work recording app.
"Catch Basin Cleaning" shall be measured by each catch basin cleaning, including the cleaning
of any trash excluder screen device, and include data entry on the work recording app.
"Placard Installation" shall be measured by each placard installed or replaced noted during data
entry on work recording app for "Catch Basin Inspection" or "Catch Basin Cleaning".
"Additional Cleaning" applies only for catch basins with over 30 buckets of estimated waste. This
add-on per catch basin category shall be estimated with consultation with the City's Project
Manager and is in addition to "Catch Basin Cleaning" cost per unit.
Waste Disposal
Cleaning and service shall consist of removing accumulated trash and debris from specified
storm drain catch basins with and without trash excluder screen devices. The material collected
will be transported to the City's maintenance yard at 336 Sanjon Road for disposal. Waste shall
be properly secured during transportation to disposal area.
City will provide access keys to Contractor for City's maintenance yard trash area. Maintenance
yard access shall comply with Attachment "D": City Contractor/Vendor Access Request Form.
Physical Keys, access cards or key fobs (KEYS) required to access work areas shall be obtained
from the Facilities Maintenance Supervisor facilitated by the City Project Manager. Receipt of
keys shall be documented on the City's standard access request form (Attachment "D") and

signed for by the Contractor or their authorized representative. Upon completion of the contract,
all keys shall be returned to the Facilities Maintenance Supervisor facilitated by the City Project
Manager. If Contractor fails to return all keys issued, or loses keys, Contractor shall be liable for
the total cost of labor and material to re-key all areas accessible with each non-returned key.
2.3 General Requirements
Quantity of Work
The total number of catch basins owned and/or maintained by the City is approximately 2,150.
In the fall of each calendar year, the project will clean/inspect all catch basins owned and/or
maintained by the City. In the spring of each calendar year, the project will clean/inspect a
subset of catch basins totally approximately 850. Additional cleanings will be assigned on an
as-needed basis as directed by the City's Project Manager. No dumping placards will be
installed or replaced as identified by the Contractor during inspection and cleaning or at the
direction of the City's Project Manager.
Schedule of Work
FALL SCHEDULE
The timeframe for cleaning/inspecting all 2,150 catch basins is typically between August 1 -
October 31 (approx. 2,150 locations).
SPRING SCHEDULE
The timeframe for cleaning/inspecting 850 catch basins is typically between April 1 - May 30.
(approx. 850 locations).
Normal work will be performed between the hours of 7:00 a.m. and 4:00 p.m. Monday - Friday.
Normal work outside of these hours must be approved in advance by the City's Project Manager.
The City's Project Manager may request night work be completed when locations cannot be
safely accessed during normal work hours due to traffic related safety concerns.
Limits of Work
The City reserves the right to increase or decrease the number of catch basins and frequency
to be cleaned and/or inspected under this contract without any changes to the bid price.
Water Meter
To use City water for cleaning operations, Contractors must obtain a City water meter pursuant
to policies and agreements of Ventura Water department (805) 667-6500. Typically catch basin
storm drain cleaning and service is a dry cleanup method and does not require water.
Work Recording

Contractor will be supplied with a tablet or similar device with a work recording app. The
Contractor may utilize their own tablet or similar device with the same work recording app. The
City currently utilizes Survey123 as the work recording app. This app will allow Contractor to
take before and after photos of catch basins, record debris types and quantities, record placard
installations, make general notes and observations, identify locations with "over 30 estimated
buckets of debris", and identify the presence of trash excluder screen/connector pipe screen
(CPS) devices. Training will be provided on app functionality.
Licensing and Professional Certification
Contractor shall have a valid City of Ventura Business License.
Contractor shall be registered with the Department of Industrial Relations (DIR).
Traffic Control
Contractor shall provide and maintain all proper traffic control devices required for the
assigned work per the latest edition of the State of California's Manual of Uniform Traffic
Control Devices (MUTCD). The Contractor shall be fully responsible for maintaining all traffic
control during the maintenance period necessary to meet the requirements of these
specifications and Scope of Services. The Contractor is solely responsible for all traffic control
and shall not block or stop the normal flow of traffic. At the end of each working day in an area
requiring traffic control, all components of the traffic control system shall be removed from the
site of the work.
It is not anticipated that a Traffic Control Plan would be needed to complete Scope of Services.
In the event a Traffic Control Plan may be needed, Contractor shall notify the City Project
Manager at least seventy-two (72) hours prior to commencement of work at desired location. If
a Traffic Control Plan is required, it would be submitted to the City Traffic Engineer forty-eight
(48) hours prior to the commencement of the work at desired location.
If parking is to be prohibited during work, "No Parking" signs shall be posted seventy-two (72)
hours prior to work commencing and Contractor shall notify the City Project Manager when
posted.
Safety
Contractor is responsible for securely replacing manhole covers, lids, bicycle grates, and related
devices to their proper position when cleaning or inspection is completed. Contractor will not
leave open manholes unattended without proper signage and/or barricades to protect the public.
All cleanings must be performed in accordance with Cal/OSHA requirements. The Contractor
is responsible for the legal disposal of all non-hazardous and hazardous materials in
accordance with EPA and local regulations. All work conducted by the contractor and its

representative shall conform to current applicable California Occupational Safety and Health
Administration (CAL-OSHA) laws and regulations. Contractor shall maintain safety
certifications and provide city with copies of training records.
Contractor must strive to maintain good public relations at all times. The work must be
conducted in a manner which will cause the least possible interference and annoyance to the
public. Work must be performed by competent employees and supervised by an experienced,
foreman or supervisor.
Accident Reporting
Contractor shall immediately notify the City of any accident, regardless of whether or not injury
or damage is evident, involving the contractor's staff, vehicles, or equipment while on the work
site. Contractor shall take photo documentation of damage and immediately report to
appropriate City contact. Contractor shall document any damage that exists before the onset
of work. The Contractor shall take photographs of existing damage and report to appropriate
City contact prior to commencing any work. Any damage caused as a result of the
Contractor's actions shall be the sole responsibility of the Contractor to repair or pay in full for
damages.
Invoicing/Billing
Invoicing for services rendered are required for proper payment. The work must be identified
on the invoice.
