Implementation; a copy of the Request for Proposals (RFP) is attached for your review and
consideration.
Proposals are due by 11:00 A.M. on Wednesday, May 27, 2026. Please submit one (1)
original of the proposal and a digital copy on a USB. Cost proposal shall be submitted under
a separate cover indicating on the envelope “Sealed Cost Proposal-Do Not Open with
Regular Mail.”

REQUEST FOR PROPOSALS FOR
TITLE VI PROGRAM DEVELOPMENT AND IMPLEMENTATION SERVICES
GENERAL INFORMATION
Award of contract by the City Council, if any, will be made in the best interest of the City and shall be
based upon various factors, including but not limited to the following: proposer’s qualifications, experience,
reputation, responsiveness, availability and cost. The City of Alhambra reserves the right to accept or reject
any or all Proposals, to be the sole judge of the merits and qualifications of the services and/or items offered
and the ability of Proposer to responsibly perform. The City reserves the right to waive any irregularities
or informalities in any Proposal submitted or in the procedure. An award of contract may be made to other
than the firm offering the lowest costs. Proposal may not be withdrawn for a period of sixty (60) days after
the time Proposals are due.
The successful bidder shall meet all insurance requirements of the City including, but not limited to, the
provisions of personal and property liability including automobile coverage and Workers Compensation in
the limits acceptable to the City. All required insurance shall name the City of Alhambra as Additional
Insured.
DESCRIPTION
As a recipient of Federal Highway Administration (FHWA) funds though Caltrans, the City of Alhambra
must comply with Title VI of the Civil Rights Act of 1964 requirements. The City is required to develop
and implement a Title VI program subject to the review of Caltrans’ Office of Local Civil Compliance.
The project consists of developing and implementing a Title VI Program as outlined by Caltrans’ Local
Public Agency (LPA) requirements that mandate any agency receiving federal financial assistance not
discriminate based on race, color, or national origin in any program or activity. Pursuant to the project,
the City of Alhambra is seeking to distribute a Request for Proposals for the consultant services for Title
VI Program Development and Implementation.

SUBMITTAL DEADLINE AND PROPOSAL CONTENTS
The entire package of proposals must be returned in its entirety with all requested information completed.
Proposals shall be delivered in a sealed envelope via regular mail, overnight or other carrier, or hand
delivered not later than 11:00 A.M. on Wednesday, May 27, 2026, at the following location:

Submission requirements:
One (1) signed and unbound original proposal
Two (2) bound copies of the proposal with section separators clearly tabbed and labeled
One (1) USB flash drive containing one electronic PDF copy of all documents submitted.
The electronic copy of the cost proposal must be in both Excel and PDF.
Facsimile or e-mail submittals will not be accepted. All responses must be completed as required, signed
by an official of the firm who is authorized to enter into a binding agreement with the City on behalf of the
company, and must be received in the place and by the time designated in this document.

PROPOSAL ELEMENTS
The City requires that all Proposers adhere to the response format outlined below. Firms failing to meet
this requirement will be negatively evaluated. Missing sections or inadequate information presented may
mean disqualification of the company from consideration. Responses shall be simply prepared, brief and to
the point. Needlessly lengthy documents filled with extraneous material will not be favorably received.
Responses to this Request for Proposal shall include the following in this order:
1. Cover Letter.
2. Table of Contents.
3. Introduction/ Executive Summary. Highlight the company’s unique qualifications and
relevant experience. Provide a matrix to summarize all deliverables in the proposal.
4. Consultant understanding of the project and approach to the work. Include scope of
work listing tasks, descriptions, methods, and techniques.
5. A staffing chart by job description or title. Indicate which staff are in-house and
which are sub-consultants.
6. A description of the firm's and any sub-consultant’s experience relevant to the
project.
7. Designation of Sub-Contractors/Sub-Consultants Form
8. References Form. A listing of a minimum of three (3) clients for whom similar work has
been performed in the last five (5) years, including individual contact person, address and
phone number who is familiar with the project.
9. Proposer Information Form.
10. Cost Proposal Form
11. Cost Proposal: The Fee shall include a detailed breakdown of various major project
components and major tasks in each component that the Proper will provide services. If
there are optional or out-of-the-box tasks, provide the fee separately. The Fee shall be
prepared in Excel table format and show:
• Consultant’s in-house staff hours, billing rates, total fees
• Subconsultants (if any) staff hours, billing rates, total fees
• Any mark-up consultant will apply to subconsultant costs
• If the consultant is proposing a separate and additional mark-up to subconsultant fees
(in addition to the fees the consultant is proposing for the overall project management,
coordination and administration the consultant is required to provide for the project),
such markup should not be shown as a simple % of the subconsultant fee, but a
breakdown should be provided how the markup cost is calculated.
• Direct reimbursable costs.
