The Town of Harrisburg will accept bids for the following projects:
Resurfacing various Town streets with S9.5C surface course asphalt.
1. Approximately 43,500 SY of 1.5" milling
2. Approximately 43,500 SY of 1.5" S9.5C resurfacing
3. Approximately 200 TONS of incidental patching and associated milling
4. Restriping 11 EA stop bars, 90 mil thermoplastic pavement marking
5. Restriping 16 EA crosswalk keys, 90 mil thermoplastic pavement marking
6. Restriping 5,600 LF marking line, 4" width, and 90 mil thermoplastic pavement marking
7. Restriping 8 EA pavement marking symbols, 90 mil thermoplastic pavement marking
All work is to be completed by Friday, December 18, 2026
The Town of Harrisburg reserves the right to add or delete from the contract quantities. Please see the
instructions to bidders for more information.
The terms Engineer and Owner are used interchangeably in this document.

BID PROPOSAL FORM
Fall 2026 Street Resurfacing
BASIS OF PAYMENT
GENERAL: Payment for the work Items shall be at the total unit or lump sum price Bid for each unit of
work completed and accepted in accordance with the Contract Documents.
The latest "State of North Carolina, Department of Transportation, Quality Management System" manual
shall govern the materials and procedures used in this project, if not otherwise specified in the project
Specifications.
PRICES TO INCLUDE: For each Bid Item, the total unit price or lump sum price Bid shall be considered
full compensation for the completed and accepted work, and shall include all labor, materials, tools,
equipment, and transportation needed to perform the work in accordance with the Contract Documents to
provide a complete and properly functional system. The General Contractor shall be responsible for
reviewing the contents and conditions of all Contract Documents as they may relate to the work under this
Contract and comply with the requirements thereof.
ITEM 1 - MOBILIZATION
A. Work included: As described in NCDOT QMS, Supplementary Specifications, and other work
incidental to this Item. This line item shall include the furnishing of adequate temporary restroom
facilities for contractors and their subcontractors to use on site. Not to exceed 5% of the total bid.
B. Payment: Lump Sum price.
C. Single mobilization is preferred for all work specified in this form.
D. Contractor must provide the Town a minimum of 72 business hours' notice prior to work being
performed on any roadway.
ITEM 2 - TRAFFIC CONTROL
A. Work included: As described in NCDOT QMS, Supplementary Specifications, and other work
incidental to this Item. Traffic flow will be required to be maintained at least in one direction, and for
emergency vehicles. In no case shall a lane be closed overnight or when traffic control is not present.
B. Payment: Lump Sum price.
ITEM 3 - MILLING OF EXISTING PAVEMENT
A. Work Included: As described in NCDOT QMS, Supplementary Specifications, and other work
incidental to this Item.
B. Payment: Unit price per Square Yard. Quantity will be determined by measuring the surface area of
the milled surface.
C. Milled roadways may not be exposed for more than 48 hours prior to paving.
D. Milling of the following roads shall be to a depth of 1.5" across the full pavement section:
a. Grimsby Circle
b. Burgundy Ridge Drive
c. Mossy Cup Trail
d. Harvest Hill Drive
e. Plumcrest Drive
f. Fairgrove Lane
g. Patricia Avenue (From Morehead Road to Oakside Drive)

h. Sims Parkway (from Gamble McClure Lane to the last parking entrance, including parking)
i. Speedrail Drive
j. Speedrail Court
k. Williams Road
ITEM 4 - TACK COAT
A. Work included: As described in NCDOT QMS, and Supplementary Specifications and other work
incidental to this Item.
B. Payment: Unit price per Gallon, an application rate of 0.06 gallons per square yard shall be used.
ITEM 5 - ASPHALT CONCRETE SURFACE COURSE, S9.5C
A. Work included: As described in NCDOT QMS, and Supplementary Specifications and other work
incidental to this Item.
B. Payment: Unit price per SY.
C. Asphalt Concrete surface course S9.5 C shall be installed on the following roads to a thickness of
1.5":
a. Grimsby Circle
b. Burgundy Ridge Drive
c. Mossy Cup Trail
d. Harvest Hill Drive
e. Plumcrest Drive
f. Fairgrove Lane
g. Patricia Avenue (From Morehead Road to Oakside Drive)

ITEM 6 - RESTRIPING STOP BARS
A. Work Included: As described in NCDOT Roadway Standard Drawings for Pavement Marking and as
directed by the Public Works Director. The work shall encompass restriping all existing stop bar
pavement markings.
B. Payment: Unit price per each. Quantity will be determined by the number of stop bars needed to be
replaced.
C. Center lines, transverse bands, mini-skip lines, crosswalk lines, edge lines, and arrow symbols should
be installed to minimum 90 mils thickness.
D. All surface preparations including surface cleaning and surface pretreatment shall be done by the
Contractor. The Contractor shall pre-mark each installation of pavement marking materials and
receive approval from the Engineer prior to application.
E. Restriping shall be completed within 5 business days of pavement resurfacing on each section of
roadway.
ITEM 7 - RESTRIPING PEDESTRIAN CROSSING MARKINGS
A. Work included: As described in NCDOT Roadway Standard Drawings for Pavement Marking, and as
directed by the Public Works Director. The work shall encompass restriping all existing crosswalk
key pavement markings.

B. Payment: Unit price per each. Quantity will be determined by the number of crossing keys needed to
be replaced.
C. Center lines, transverse bands, mini-skip lines, crosswalk lines, edge lines, and arrow symbols should
be installed to minimum 90 mils thickness.
D. All surface preparations including surface cleaning and surface pretreatment shall be done by the
Contractor. The Contractor shall pre-mark each installation of pavement marking materials and
receive approval from the Engineer prior to application.
E. Restriping shall be completed within 5 business days of pavement resurfacing on each section of
roadway.
ITEM 8 - RESTRIPING 4" PAVEMENT MARKING LINE
A. Work Included: The work included consists of installing marking thermoplastic in accordance with
the manufacturer's installation instructions, unless otherwise specified herein. The work shall
encompass restriping all existing pavement markings including centerlines, medians, parking spots,
and turn lanes.
B. Payment: The quantity of pavement marking lines to be paid for will be the actual number of linear
feet of pavement marking lines which have been satisfactorily placed and accepted by the Engineer.
The quantity of solid line shall be the summation of linear feet of solid line measured end-to-end of
the line. The quantity of skip or broken lines shall be the summation of the linear feet derived by
multiplying the nominal length of a line by the number of marking lines in place.
C. Center lines, transverse bands, mini-skip lines, crosswalk lines, edge lines, and arrow symbols should
be installed to minimum 90 mils thickness.
D. All surface preparations including surface cleaning and surface pretreatment shall be done by the
Contractor. The Contractor shall pre-mark each installation of pavement marking materials and
receive approval from the Engineer prior to application.
E. Restriping shall be completed within 5 business days of pavement resurfacing on each section of
roadway.
ITEM 9 - PAVEMENT MARKING SYMBOLS
A. Work included: As described in NCDOT Roadway Standard Drawings for Pavement Marking, and as
directed by the Public Works Director. The work shall encompass reinstalling existing pavement
marking symbols including turn arrows and fire lane symbols.
B. Payment: Unit price per each. Quantity will be determined by the number of pavement marking
symbols needed to be replaced.
C. Center lines, transverse bands, mini-skip lines, crosswalk lines, edge lines, and arrow symbols should
be installed to minimum 90 mils thickness.
D. All surface preparations including surface cleaning and surface pretreatment shall be done by the
Contractor. The Contractor shall pre-mark each installation of pavement marking materials and
receive approval from the Engineer prior to application.
E. Restriping shall be completed within 5 business days of pavement resurfacing on each section of
roadway.
ITEM 10 - INCIDENTAL PATCHING
A. Work included: The Town of Harrisburg will determine areas within the jurisdictional limits in need
of patching due to asphalt fatigue or rutting, and the quantity of leveling needed with S9.5C Surface
Course Asphalt in accordance with NCDOT QMS. This item includes necessary milling of existing

pavement to place new asphalt. Patching shall be performed to width and length specified by the
Town of Harrisburg, at a minimum width of four (4) feet.
B. Payment: Unit price per TON of asphalt placed.
ITEM 11 - TESTING
C. Work included: The Contractor is responsible for third-party testing. Testing shall be performed to
the minimum test frequencies and by the methods described in 2024 QMS Section 10.
D. Payment: No separate payment for this item. It is considered part and parcel of the cost of installation
of the asphalt.

In compliance with your Advertisement for Bids, BIDDER hereby proposes to perform all WORK for the
construction of the PAVEMENT RESURFACING in strict accordance with the CONTRACT
DOCUMENTS, within the time set forth therein, and at the prices stated below.
By submitting this BID, the BIDDER, or in the case of a joint BID, each party thereto, certifies as to its
own organization, that this BID has been arrived at independently, without consultation, communication,
or agreement as to any matter relating to this BID with any other BIDDER or with any competitor.
The undersigned have full knowledge of the project site and the conditions of the proposal. The
undersigned also, hereby agrees to furnish all the services, labor, materials and equipment necessary to
complete these projects according to the Specifications and to accept as full compensation the lump sum
or unit prices stated in the Bid Schedule for the work and for use when calculating the price of a
deduction or an increase in quantities.
BIDDER hereby agrees to commence WORK under this Contract on or after a date to be specified in the
NOTICE TO PROCEED and to fully complete the PROJECT within the period stipulated in the
INSTRUCTIONS TO BIDDERS. BIDDER further agrees to pay liquidated damages as required and that
the OWNER may retain liquidated damages from monies that are, or which may become due. The amount
of such liquidated damages shall be as stipulated in the CONTRACT AGREEMENT FORM.

INSTRUCTIONS TO BIDDERS
TOWN OF HARRISBURG FALL 2026 STREET RESURFACING
I. GENERAL INFORMATION REGARDING THE WORK:
1. Scope of Work
This improvement project shall consist of milling and paving of approximately 3.19 miles. The
project also consists of 200 tons of incidental patching, to be identified by the Town of
Harrisburg at the time of the project. The project will consist of restriping all existing pavement
markings on the roadways specified in these documents.
All manholes and valves to be adjusted by the Contractor. The Town of Harrisburg will furnish
appropriate materials for manhole and valve adjustments. The contractor is responsible for traffic
control.
2. Town of Harrisburg Requirements/NCDOT Requirements
The Contractor shall comply with the Town of Harrisburg's Unified Development Ordinance. All
work and materials shall meet North Carolina Department of Transportation Quality Management
System specifications. There will be no adjustment for the NCDOT liquid asphalt index as the
contract is a not-to-exceed amount.
3. Permits
The Contractor shall take out all necessary permits from the Town or other public authorities and
shall give all notices required by law or Town ordinance. The charge or fee for any permit issued
by the Owner shall be borne by the Contractor and shall be presumed to be included in the price
bid.
4. Taxes
The Contractor is responsible for any and all taxes and fees associated with this project.
5. Schedule/Liquidated Damages
The work is to be substantially complete within the time noted on the bid proposal from the date
of the Notice to Proceed. Failure to do so shall subject the Contractor to an assessment of
liquidated damages of Two Hundred Dollars ($200.00) per calendar day.
All work not required for substantial completion, including among other things, punch list and
restoration, shall be completed within 30 days after substantial completion. Failure to perform the
work required for acceptance within the time specified above shall subject the Contractor to an
assessment of liquidated damages of Two Hundred Dollars ($200.00) per calendar day. The
Town reserves the right to cancel the remainder of the contract if work is not completed and
accepted by Friday, December 18, 2026.
These times can be extended with a timely request. Unless so extended, failure to comply with
this project shall subject the Contractor to liquidated damages as described above.

II. INSTRUCTIONS REGARDING PRE-BID ACTIVITIES
6. Obtaining Documents
The bidding for and the performance of the resulting Contract will be governed by this document
in its entirety, as modified by Addenda that may be issued during the bidding period. Therefore,
all interested parties should obtain copies of the Contract Documents in accordance with the
procedures noted in the Notice to Bidders.
7. Examination of the Contract Materials and Site
It is the responsibility of each plan holder, whether a potential bidder or a potential supplier or
subcontractor, to do the following during the period prior to bid opening:
Examine the Contract Documents and other materials provided by the Owner.
Visit and examine the site where the work is to be performed to become familiar with local
conditions that may affect cost, progress, performance or furnishing of the work.
Consider federal, state, and local laws and regulations that may affect the cost, progress,
performance or furnishing of the work. Study and carefully correlate observations made with the
requirements of the Contract Documents and Drawings.
Notify the Owner or the Owner's representative, in writing, of any conflicts, errors, discrepancies,
omissions, or matters otherwise in need of clarification, interpretation or revision.
8. Bidder Evaluation of Potential Equipment, and Material Suppliers and Subcontractors
The successful bidder shall be responsible for the acceptability of the equipment and materials to
be incorporated into the work, as well as all subcontractors to be used in performing the work.
Equipment and materials which do not conform with the Contract requirements and
subcontractors who are rejected are to be replaced by the Contractor at no additional cost to the
Owner.
Various specifications reference "brand name" equipment. These are descriptive references to the
general nature and quality of the equipment or materials required by the Specifications.
Bidders may not rely on these "brand references" as a representation that the named equipment
will be approved for incorporation into the work. Approval of all equipment matters, regardless
whether named or proposed equal, will depend on the conformance with the technical
requirements of the specifications. Therefore, bidders are required and shall be presumed to have
to determine for themselves the merits of all equipment and materials upon which the submitted
bid is based.
Similarly, bidders are expected and presumed to have made the necessary evaluation of the
subcontractors upon which the submitted bid is based. Such an evaluation can include, among
other things, the capabilities, solvency, and performance records of potential subcontractors.
9. Planholder Comments and Addenda
As noted in the Instructions to Bidders, Section II, Subsection 8, each planholder has an
obligation to give the Owner or its representative notice of observations made for which addition,
modification, clarification, or interpretation which benefit the planholders' understanding of the
