Description

This is a Pre-Solicitation notice for the National Institute of Standards and Technology (NIST) located in Gaithersburg, MD. The Solicitation will be advertised as a Total Small Business set-aside under NAICS code 236220 – Commercial and Institution Building Construction , the small business size standard is $45.5 Million.





The Government anticipates awarding a single firm fixed price contract in accordance with the procedures outlined in FAR 15.3 – Source Selection.





REQUIREMENT BACKGROUND



Building 101 at the National Institute of Standards and Technology (NIST) is the main administration building for the NIST Gaithersburg Campus. Building 101 consists of an 11-story administrative office tower and a sprawling first floor and basement level.





The first floor of Building 101 houses the central campus conference facilities, the NIST research library and the main campus cafeteria. The basement level houses the NIST fitness center, badging and security offices, telecommunications suites, and the campus health unit, among other occupancies. The office tower, floors 2 through 11, house a variety of administrative support and managerial office functions. Although the original design intent and functions of the lower levels and office tower floors remain largely intact, changing trends, new technologies, and the age of the facility, in general, have been eroding their role as a center where NIST researchers can meet with one another and members of the public to collaborate and innovate.





SCOPE OF REQUIREMENT



The AHUs and exhaust fans that provide HVAC service to the Building 101 Tower, basement, and concourse level have reached the end of their service life. Updates and modernization to these systems are required to keep the building operational and hospitable.



This contract is intended to perform the construction services to renovate the A-Wing HVAC Systems of Building 101. Construction services to include abatement, demolition, AHU construction, piping (demolition and install), controls, and testing and balancing.





All work shall be performed at the NIST campus located at 100 Bureau Drive, Gaithersburg, MD 20899. The magnitude for this project is estimated to be between $5 Million and $10 Million.





SOLICITATION REQUIREMENTS



NIST intends to award a single firm-fixed price contract. An awardee shall be selected in accordance with the procedures prescribed under FAR subpart 15.3 – Source Selection.





A formal Solicitation will be posted to the https://www.sam.gov/ website outlining the requirement and selection process. Offeror’s submissions shall be evaluated in accordance with the evaluation criteria set forth in the solicitation which shall include the following technical factors:






  • Factor 1 – Bonding Capacity (Pass/Fail)

  • Factor 2 – Experience

  • Factor 3 – Past Performance

  • Factor 4 – Management Approach

  • Factor 5 – Project Team

  • Factor 6 – Safety





The Offeror whose proposal represents the best value to the Government shall be selected for award.
