The City of Lancaster, PA will receive bids online for the 2025 Utility Trenching Restoration Contract until April 22, 2025, at 11:00AM at which time they shall be opened electronically and publicly posted on PennBid’s website.
The work generally consists of providing restoration of City owned, water and wastewater, pavement trenches on state routes and other municipal roads by saw cutting, removal of existing cold patch, roadway and stone base, the placement and compaction of new stone subbase, placement of asphalt base course and wearing surface with required compaction of the material in lifts. The finished surface will have all saw cuts sealed.
The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.
The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and other applicable requirements of federal and state law.
The City will determine who is the lowest responsible bidder(s) upon the basis of the bids submitted. The lowest responsible bidder(s) need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services, the bidder’s ability to handle the volume of work proposed, the ability of the bidder to work with other contractors in the context of a multi-prime contract. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
