Community Partnerships Request for Proposals (RFP)
The New York City Administration for Children’s Services (ACS), through its Division of Child and Family Well-Being's (CFWB) Office of Community Engagement and Partnerships (OCEP), is seeking nonprofit organizations to manage and support daily activities and operations of 11 Community Partnerships (Partnerships), community coalitions made up of service organizations, community residents, and other stakeholders committed to improving the well-being of children and families through collective planning and action. This Request for Proposals (RFP) is open to nonprofit organizations that are deeply invested in their communities and committed to grassroots leadership and collaboration. ACS strongly encourages organizations of all sizes (especially those led by and serving people of color and other historically marginalized communities) to apply. The Contractor for each catchment would be responsible for building, diversifying, and sustaining the Partnership, supporting the leadership development of community members that serve as Community Ambassadors, and collaborating with Partnership members to achieve the strategies and program activities described in this RFP. ACS will provide contract oversight as well as technical assistance to help the Contractor, Partnership staff, and Partnership members understand ACS performance expectations and achieve high quality implementation. Proposers that do not meet ALL of the following requirements may be found non-responsive and will not move to evaluation:
Questions regarding this RFP must be transmitted in writing to the Agency Contact Person listed above. Questions received prior to the Pre-Proposal Conference will be answered at the conference. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature. ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date. Use of PASSPort To respond to this RFP and all other Human/Client Services RFPs, organizations must have an account and an approved HHS Prequalification Application in PASSPort. Proposals and Prequalification Applications will ONLY be accepted through PASSPort.
