INTRODUCTION
This is an invitation to bid to supply the City of Tybee Island, Georgia (sometimes hereinafter
referred to as “Owner”) with products or services as indicated herein.
Sealed bids must be received by 2:00pm local time, on Tuesday May 5, 2026. The City of
Tybee Island reserves the right to reject any or all bids.
A pre-bid meeting will be held on Tuesday April 21, 2026, at 1:00 pm in the Public Safety
Building conference room (78 Van Horne Avenue, Tybee Island). Interested bidders are
encouraged to attend, as they will have the opportunity to discuss specifications and ask
questions.
METHOD OF AWARD: If the City of Tybee Island awards a contract from this ITB, it will be
awarded to the responsible bidder with the lowest responsive bid. Bidders must respond
completely by filling in all applicable blanks. Bids are subject to the terms and conditions of this
Invitation to Bid.
Signature of bidder indicates understanding and compliance with attached terms and conditions
and all other specifications made a part of this ITB, and any subsequent award or contract. All
terms, conditions and representations made within this ITB will become an integral part of the
contract. Nothing contained within this ITB is indicative of intent by the City of Tybee Island to
reimburse the bidder, in whole or in part, for any costs associated with preparation, submission, or
presentation of bids.
Instructions for preparation and submission of a bid are contained in this ITB package. Please note
that specific forms for submission of a bid are required.
The City of Tybee Island has an equal opportunity purchasing policy to assure all procurement

The City is seeking a bid package for service or materials equal to or exceeding specifications set
forth on the attached pages. Bidders not meeting these standards will be rejected. The attached
specifications become and remain a part of this ITB.
All responses, inquiries, or correspondence relating to, or in reference to, this ITB, and all reports,
charts, displays, schedules, exhibits and other documentation by the bidders will become the
property of the City when received. The City retains the right to use any or all ideas presented in
any response to this ITB, whether amended or not. Selection or rejection of the bid does not affect
this right.
BACKGROUND AND SCOPE OF SERVICES:
The City of Tybee Island seeks qualified bidders for the building repairs listed below in the Scope
of Services at the South Annex Building, located at 1509 Strand Avenue, Tybee Island, Ga, 31328,
which is owned by the Citty of Tybee Island.
SCOPE OF SERVICES:
WORK UNIT A: THERMOPLASTIC POLYOLEFIN (TPO) MEMBRANE ROOF
SECTION
The CONTRACTOR will mobilize all necessary equipment required to remove and replace
approximately 1,300 square feet of a TPO roof section. The work shall include the following:
• Removal and disposal of all existing roof details.
• Removal and disposal of all existing eave trim, wall caps, termination bar, and all flashings.
• Removal and disposal of all debris in preparation for the new roof installation.
• The CONTRACTOR will inspect the decking. All bad decking will be replaced with a
similar type and thickness. The bid will include up to five (5) 4’ x8’ sheets of one of the
following types of plywood: CDX Plywood, OSB Sheathing, or Pressure Treated
Plywood. If additional sheets are required, they will be paid for as an extra.
• Furnish and install 1-inch rigid ISO board over the entire roof section. The ISO section
will be mechanically fastened to the roof deck using screws and 3-inch metal or plastic
plates, with a minimum of six (6) fasteners per each 4’ x 8’ board.
• Fabricate and install crickets around all skylights and curbed roof accessories to redirect
water around rooftop penetrations. A 2-inch minimum incline on the crickets will be
required.
• Furnish and install Carlisle White 60-mil TPO membrane on all roof surfaces and
mechanically fasten.
• Furnish and install White 60 -mil TPO to all vertical details of the roof. They will include
curbs and walls. The TPO membrane shall be fully adhered to the vertical surfaces.
• The CONTRACTOR will lift all existing equipment on roof as needed to install the roof
components underneath. Once roof is installed the CONTRACTOR will reset all
equipment of the roof and refasten as necessary.
• Furnish and install new TPO molded pipe flashings.
• The CONTRACTOR will wrap and seal all pitch pockets and equipment lines with
unsupported TPO. A pourable sealant will be used to provide a total, watertight rubber
seal on all pitch pockets.
• Furnish and install all new aluminum end caps. The color will be determined at a later
date.
• Furnish and install TPO caulk as needed.
• Upon completion the CONTRACTOR will probe all seams to ensure that no cold welds
exist and apply target patches if any are found.
• The CONTRACTOR shall provide a No Dollar Limit for a period of twenty (20) years
from the date of substantial completion. This warranty shall include the following:
membrane roofing, base flashings, fasteners, edge metal roofing accessories, and other
components of the membrane roofing system.

WORK UNIT B: ALUMINUM STANDING SEAM ROOF SECTION
The CONTRACTOR will mobilize all necessary equipment required to remove and replace
approximately 1,600 square feet of an Aluminum Standing Seam Roof section. The work shall
include the following:
• Removal and disposal of all shingles and underlayment.
• The CONTRACTOR shall inspect the decking after shingle removal. All bad decking will
be replaced with a similar type and thickness. The bid will include up to five (5) 4’ x8’
sheets of one of the following types of plywood: CDX Plywood, OSB Sheathing, or
Pressure Treated Plywood. If additional sheets are required, they will be paid for as an
extra.
• The CONTRCTOR shall furnish and install an SBS modified self-adhesive membrane with
non-woven fiberglass over all solid deck surfaces. Mid-States High-Temperature Ice and
Water Shield or approved equal is required.
• The CONTRACTOR shall fabricate and install all flashing required to ensure a watertight
roof system.
• The CONTRACTOR shall fabricate and install a curb for exhaust vents and all roof vents.
• The CONTRACTOR shall furnish and install new metal roof pipe boots and gas vents and
paint all unfinished surfaces to match roof as best as possible.
• The CONTRACTOR shall furnish and install .032 aluminum standing seam roof system
with a painted finish. The style, width of panel, and color is to be determined prior to
ordering materials.
• The CONTRACTOR shall clean up all related construction debris and sweep around the
property with magnets for nails and metal trimmings.
• The CONTRACTOR shall provide a No Dollar Limit for a period of five (5) years from
the date of substantial completion. This warranty shall include the following: membrane
roofing, base flashings, fasteners, edge metal roofing accessories, and other components of
the membrane roofing system.
WORK UNIT C: COLLECTION BOXES AND 6-INCH ALUMINUM BOX GUTTERS
The CONTRACTOR will mobilize all necessary equipment required to furnish and install
approximately 160 linear feet of 6-inch box gutters, two (2) downspouts, and 65 linear feet of
buried 6-inch storm sewer with a connection to an existing storm drain inlet. The work shall
include the following:
• Furnish and install 6-inch box gutters, made from .032 aluminum or24 gauge steel.
• The CONTRACTOR shall secure the box gutters with high strength, corrosion resistant
materials (stainless steel or galvanized) pancake screws at 12 inches on center. Structural
straps or brackets will be installed at every 3 feet.
• Furnish and install three (3) box gutter downspouts. One at the northwest corner of the
building and this will discharge at grade. One downspout will be installed at the southwest
corner and another one will be installed at the southeast corner of the building. These two
downspouts will discharge into a 6-inch buried PVC storm sewer pipe that will be installed
as part of this contract.
• The CONTRACTOR will install a 60inch storm sewer along the south side of the building
underneath the paver walkway. The CONTRACTOR will remove the pavers and either
trench or excavate a trench to install approximately 65 linear feet of 6-inch storm sewer.
Once pipe is installed CONTRACTOR will backfill with sand and reset the paver blocks
in the walkway. The 6-inch storm sewer will then be cored into the existing box inlet
located in the parking lot at the southeast corner of the building.
• The Contractor shall provide a five (5) year warranty on all component of the gutter system.
WORK UNIT D: PVC FACIA BOARDS
The CONTRACTOR will mobilize all necessary equipment required to furnish and install
approximately 210 linear feet of PVC facia boards. The work shall include the following:
• Furnish and install PVC facia boards along all edges of the building.
• The CONTRACTOR shall secure the facia boards using 3-inch, corrosion resistant nails to
prevent rust streaks. Use at least two (2) fasteners per rafter, placed about 1-2 inches from
the top and bottom edges.
• The CONTRACTOR shall use exterior grade caulk to seal any gaps at joints.
WORK UNIT E: HARDIE SIDING, PLYWOOD, AND SYNTHETIC WEATHER
BARRIER
The CONTRACTOR will mobilize all necessary equipment required to furnish and install
approximately 320 square feet of new 3/4-inch plywood and Hardie siding at two locations, one
on the west side and one on the east side above the main entrance to the building. The work shall
include the following:
• Furnish and install ¾-inch CDX Plywood, OSB Sheathing, or Pressure Treated Plywood
along a section of the west side of the building and a section on the east side of the building
above the main entrance.
• Furnish and install a heavy-duty synthetic weather barrier between the ¾-inch plywood
and Hardie board siding.
• Furnish and install Hardie siding over the newly installed plywood.
• The CONTRACTOR shall fasten the Hardie siding using 6d or 8d corrosion resistant siding
nails or equivalent corrosion resistant screws. Fasteners should be no closer than 2-inches
from panel corners.
• The Hardie siding shall be fastened to intermediate studs at 12-inches or 16-incheson
center.
1. INSTRUCTIONS TO BIDDERS
Purpose: The purpose of this document is to provide general and specific information for use in
submitting a bid to supply the City of Tybee Island with equipment, supplies, and/or services as
described herein. All ITBs are governed by the Code of the City of Tybee Island, Georgia, 15-
2015 Sec 1, Art VII, Procurement, Sec 2-400, and the laws of the State of Georgia.
Bidders must carefully review all provisions of, and attachments to, this document prior to
submission. Each bid constitutes an offer and cannot be withdrawn except as provided herein. This
ITB and any attachments, plans, and/or other related documents can be found on the City’s website
at https://www.cityoftybee.org/Bids.aspx. It is incumbent upon the bidder to check the website
for additional information and/or addendums.
1.1 How to Prepare Bids:
All Bids must be:
a. Prepared on the forms enclosed herewith, unless otherwise prescribed, and all
documents must be submitted.
b. Bids must be signed by the business owner or authorized representative, with all
erasures or corrections initialed and dated by the official signing the Bid. ALL
SIGNATURE SPACES MUST BE SIGNED.
1.2 How to Submit Bids:
One original, and one electronic copy (usb flash drive) must be submitted in a sealed
opaque envelope, plainly marked with the ITB number and title, and bidder’s company
name, to the office of the address below prior to the time specified. Include all required
attachments, which can be found at the end of this document.
• Include all requested documents, in addition to a W-9 and certificate of
insurance, and required bid bond.
• City/County Occupational Tax Certificate Requirement: Contractor must
supply a copy of their Occupational Tax Certificate as proof of payment of the
occupational tax where their office is located. In addition, if a contract is
awarded, contractors that are not located on Tybee Island are required to
obtain a Tybee Island contractor registration. Contact Aleesha Robinson for

• All Bids must be hand delivered, mailed, or sent by courier in sufficient time
to ensure receipt by the Purchasing Agent on or before the time and date
