General Scope & Function: The USPFO for Massachusetts requires a comprehensive procurement package of commercial infrastructure components, physical fiber routing assets, microduct systems, racks, cable management hardware, tools, and testing consumables. This requirement directly supports project XDQU-2023-00004 / 165 AW Add 144 SM FOC CN to AN Edge Switches on behalf of the 253d Cyber Space Engineering Installation Group (CEIG) localized detachment elements.

The procurement specifies brand names (including Corning, Dura-Line, Fluke Networks, and Panduit) to establish the necessary standard of quality, form, fit, and function. Items will be solicited on a brand name or equal basis.

The complete list of materials, exact technical specifications, manufacturer part numbers, and definitions of acceptable salient characteristics for "or equal" submissions are detailed in the Purchase Description (PD) and technical spreadsheet attachments, which will be provided directly to invited vendors within the formal solicitation package.

Direct Solicitation Methodology: In accordance with RFO FAR 12.201-1(c)(2), the Contracting Officer is electing to solicit quotes directly from a minimum of three qualified small business sources.   Legal Effect: Pursuant to RFO FAR 12.201-1(b), any quotation submitted in response to the upcoming direct RFQ is not a binding contract.
