The Medicaid and CHIP Payment and Access Commission (MACPAC), a nonpartisan legislative branch agency, is issuing a solicitation to establish a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract, and proposals are being requested. The request for proposal is available on the System for Award Management (SAM) (www.sam.gov). The NAICS for this procurement is 541720. This solicitation is open to all sources. A paper copy of the solicitation will not be issued.
MACPAC is seeking contractors capable of undertaking short and long-term studies and analyses on a wide range of topics relating to Medicaid and CHIP including payment, access, quality, managed care, program integrity, spending, long-term services and supports, etc.
MACPAC seeks to identify and contract with a group of organizations that possess the skills and knowledge to complete projects on a wide variety of topics the Commission addresses on Medicaid and CHIP. Offerors should demonstrate competence in three or more of the following categories: Convening, soliciting, and analyzing information from stakeholders; conducting environmental scans and information syntheses; conducting limited surveys and focus groups; analyzing survey and administrative data; and modeling, actuarial analysis, and policy simulations.
Offerors are responsible for monitoring SAM for release of any amendments or other information pertaining to this solicitation. Questions regarding the request for proposals must be submitted via Google form no later than Friday, May 16, 2025 at 5:00pm Eastern Daylight Time (EDT) to https://forms.gle/wkh6xeRKXs9GyHWaA. Responses to questions posed by offerors will be issued as an amendment to the solicitation and posted no later than May 22, 2025 at 5:00pm EDT on SAM.
Separate technical proposals and business proposals must be submitted in electronic format (either MSWord or .pdf) by no later than Tuesday, July 1, 2025 at 5:00pm EDT via MACPAC’s secure submission portal: https://macpacgov.app.box.com/f/024eff06a3a44cc69056d5ac677e7732. Late proposals will not be accepted.
Prospective contractors must be registered in SAM prior to award of a contract or agreement.
