The purpose of this RFP is to enter into a contract to provide the following:
The Division of Integrated Healthcare seeks a Financial Transaction Services vendor that will provide a way for Home and Community Based Services (HCBS) waiver clients to purchase certain types of goods and services from retail or other vendors that are not enrolled Medicaid providers. The service will primarily involve having a Financial Transaction Services provider:
1) Bill Medicaid for the specified waiver service; and
2) Issue payment to the client or to the retail or other vendor for the item or service purchased by the client.
The current volume of transactions is approximately 150-175 per month and subject to change. The vast majority of transactions are recurring charges for the same participants.
The vendor will be responsible to establish the pathway for Case Managers to request reimbursement for purchases, process claims with Utah Medicaid and remit payment to providers. The vendor will also be responsible to prepare any necessary tax documents resulting from purchases.
It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code.
The methodology or formula that will be used to determine a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code, which receives a score of at least 60% of all technical points, will receive a contract. There are 750 technical points available and 250 cost points. Thus, the highest scoring vendor that achieves a minimum score of 450 out of 750 technical points will receive a contract.
Length of Contract: Five Years
Vendor must guarantee its pricing for One Year.
