This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation number is W912TF25QA006 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 333912 Air and Gas Compressor Manufacturing with a small business size standard of 1,000 employees. This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 11 August 2025, 4:00PM. Eastern Time. Free On Board (FOB) Destination shall be required to 26 Regional Drive, Concord, NH 03301. The Government contemplates award of a Firm-Fixed Price (FFP) contract.



The NH National Guard requires the following items:





CLIN 0001: Total Aircraft Washing System (Qty: 1 EA)






  • Fully self-contained portable cleaning system, designed for aircraft washing flight line or ground support decontamination and cleaning. With dual gun operation, a capacity of 525-gallons of water, 60-gallons of soap, with a pressure delivery system and an auxiliary soap delivery system. The engine shall be a diesel engine, 3-cylinder tier IV final compliant water-cooled diesel engine with 6 gallon non-corrosive fuel tank. 12 volt electric starting system with key switch. Spiral cell battery with high energy charging system capable provides power to the engine, battery and burner system






  • 5-GPM, 175-PSI •Dual gun operation, operator controlled variable pressure wands Industrial triplex ceramic plunger pump• Oil level eye and dipstick for maintenance• Belt drive INSTANTANEOUS WATER HEATER:• Modulating stabilized water heater coil rated 140 degrees• Schedule 80 steel coil• Horizontal fired burner housing• 12 volt burner system (no separate generator used to power the burner)• 440,000 BTU (maximum input at sea level). System is set to not exceed 150 degrees Fahrenheit • On-demand auto ignition and flame monitor• Forced combustion air system with fuel solenoid control valve and fuel filter with replaceable cartridge• Temperature high limit switch• Burner thermostat control assures constant temperatures• 12 gallon fuel oil tank






  • Control panel includes; engine start/stop, adjustable water temperature control, and hour meter• Fully hinged lockable steel enclosure features full access for service while providing equipment security• Cross flow air ducting into and out of locking enclosure cools components to manufacture’s specifications • Pressure safety relief valve •High-pressure rupture disk •Pump thermal monitoring •Unloader valve






  • Fully integrated design, not a unit bolted to a utility trailer •Electric trailer brakes standard on front and rear axle •Manual park brake, lever controller •Flow and/or pressure switches• Pump high-temperature thermal relief valve Flow or pressure actuated unloader valve •2 each trigger shut-off guns with variable pressure wands •1 trigger shut-off gun for pre-spray soap application •Over pressure relief valve •Safety burst disk •Authorized by AGSE for use on the following U.S. Army aircraft; UH-60, AH-64, OH.58, CH-47






  • INTEGRATED TRAILER:• Control panel for aircraft wash system (AWS) operation •Constructed of 8” formed steel trailer frame, 3/16”steel plate •Dual 3500 LB. axles for 7000 GVW •Extended leaf springs for soft ride •Lunette eye hitch, with adjustable hitch heights •525-gallon UV protected poly water tank integrated and mounted on formed steel frame •Drain valves on all tanks •2 each 30 gallon soap tanks mounted on formed channel integrated into trailer •4 each hose reels. Two for high pressure hose, one for inlet hose, and one for auxiliary soap application •Full size spare tire and wheel mounted on welded formed steel bracket • 4 corner tie downs






  • SPRAY SYSTEM:• 2 each 100’ 3/8” high-pressure hoses mounted on hose reels• 100’ 5/8” rubber inlet water hose mounted on hose reel• 100’ 3/8” soap application hose mounted on hose reel• Variable pressure control at the wand with 40 degree nozzles DIMENSIONS• 190” long x 89” wide x 78.5” high (ships in sea-land container)• Tongue Weight: 586 LBS •Axle Weight: 2190 LBS •Total Weight: 2776 LBS
