Description:

Sealed proposals for the North Main Street Water Main and Streetscape Improvements will be received at the office of the City Clerk, 118 Hillsboro Avenue, Edwardsville, Illinois 62025 until 2:00 PM prevailing time on Friday, October 10, 2025.  Proposals will be opened and read publicly at 2:00 PM prevailing time on Friday, October 10, 2025 at the Office of the City Clerk. Plans and proposal forms will be available online by visiting the City of Edwardsville website at https://www.cityofedwardsville.com/bids.aspx Prequalification by the Illinois Department of Transportation is required. The contractor shall not pay less than the prevailing rates of wages to all laborers, workmen and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILSC 130/1-12). The contractor shall not pay less than the prevailing rates of wages to all laborers, workmen and mechanics performing work under this contract, and shall comply with the current federal prevailing wage rates (Davis-Bacon Act Requirements).  Upon award, the successful bidder shall be required to enter into a Project Labor Agreement with the Southwestern Illinois Building & Construction Trades Council, as specified in the proposal. This project is being funded, in part, with State of Illinois Department of Commerce and Economic Opportunity (DCEO) RDMS Capital Grant Funds. The City of Edwardsville encourages minority business firms to submit bids for this project. The City of Edwardsville also encourages successful bidders to utilize minority businesses as sub-contractors for supplies, equipment, services, and construction. The City of Edwardsville reserves the right to waive technicalities and to reject any or all proposals.
