    • VENDOR REGISTRATION IN HAWAII COMPLIANCE EXPRESS (HCE) : Vendors can register at https://vendors.ehawaii.gov/hce via an annual subscription fee and should subscribe prior to responding to a solicitation.     • COMPLIANCE AND DOCUMENTATION: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance is required through HCE or via paper documentation.
    • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions.

      The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
    • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.
    • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
    • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Oahu, Kauai , Hawaii, and Maui.
    • VENDOR NON-COMPLIANCE : NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or cancellation of award. If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
    • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State. Upon receipt of compliance paper documents (A-6, LIR#27, COGS), the purchasing agency reserves the right to verify their validity with the respective issuing agency.

    PATROL VESSELS

    HAWAII COMPLIANCE EXPRESS COMPLIANCE: IMPORTANT - The awarded vendor must have compliant status within the Hawaii Compliance Express system AT THE TIME OF AWARD. Offers submitted by vendors who do not have compliant status will NOT BE ACCEPTED AND WILL BE DEEMED NON-RESPONSIVE.

    COMPLETION AND DELIVERY: IMPORTANT - The awarded vendor must have the vessels completed and delivered no later than 12/31/2026

    MINIMUM SPECIFICATIONS:

    Two 2026 or latest production model, twenty-foot (20') hybrid deep "V" tri-hull fiberglass Sea Blade vessels or equivalent, with State of Hawaii and Federal DOT rated vessel trailers, gasoline powered 90 horsepower outboard marine rated engines, delivered to the State of Hawaii, Department of Land and Natural Resources-Division of Conservation and Resources Enforcement, Honolulu, HI. The described vessels shall be drop shipped as specified.

    Law Enforcement Vessel Warning Lights, Siren & Public Address System:

    Contractor shall provide and install the following specified equipment for a fully functional system upon delivery. Placement of equipment prior to installation shall be with full consultation, and approval of the officer in charge. All necessary marine grade stainless fasteners, fabricated brackets, marine grade wiring, fuse block, and switching, plus master cut off switch shall be the responsibility of the installer.

    Warning Lights: Install on T-Top 2 pairs (total of 4 each) Whelen WIONB blue warning lights, one facing forward, one facing the aft, and one for both starboard and portside. The installer shall fabricate a plate to mount the work lights located above the T-top. Placement to be consulted and finalized by the officer in charge.

    Work Lights: Install two (2 each) Whelen NP6BW Pioneer Nano work lights or equivalent. The installer shall fabricate a plate to mount the work lights located above the T-top. Placement to be consulted and finalized by the officer in charge.

    Siren / P.A. / Speaker system: Install a Whelen model WPA112 waterproof remote siren amplifier or equivalent, with a Whelen model WPA3BM control head with PA or equivalent, and Whelen model SA315P 100-watt siren speaker or equivalent. Installer shall fabricate stainless steel mounting bracket for siren speaker above the T-top.

    Final placement shall be consulted and determined by the officer in charge.

    Each lighting system shall have assigned utility switches mounted to the console and breaker switches.

    Fuel:

    98-gallon aluminum belly fuel tank located at the center of gravity of the vessel

    Fuel fill located on the starboard gunwale

    Reed switch fuel sender

    Two Racor or equivalent fuel filters located in the aft bilge with shutoff valves to prevent fuel siphoning

    Trailer:

    Aluminum EZLoader 5200# Trailer with Decromet coated brakes or equivalent

    Front bump stop

    Bow catch

    The trailer shall have the applicable tires, tire ply and Department of Transportation compliant
