The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to conduct a limited competition between AMETEK, Inc., CAGE: 6UBJ2 and Ayalytical Instruments, Inc., CAGE: 6A3N6 for the procurement of Flash Point Analyzer. The resultant contract will be Firm-Fixed Priced in support of Electromagnetic Aircraft Launch System (EMALS).
AMETEK, Inc. and Ayalytical Instruments, Inc., are the only sources capable of meeting the requirement. According to NAVAIR 17-15-50.2 Joint Oil Analysis Program Manual Volume II Spectrometric and Physical Test Laboratory Operating Requirements and Procedures, only two models were approved for use:
NAVIFLASH II (NSN 6630-01-725-1759)
ERAFLASH (P/N AYA-80-22052)
The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source or only from a limited number of responsible sources and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
