Introduction

The Village of Park Forest is soliciting fixed fee proposals for a two (2) year contract for intermittent cleaning services for Dining on the Green a public venue located in DownTown Park Forest at 349 Main Street.

Work is typically following Village of Park Forest staff sponsored public events and private events.

The contract pays a flat rate of $20 per hour, capped at two hours or $40 for cleaning services after a Village event and four hours or $80 for cleaning services after a private event.

Vendors are required to review the description of services and the known schedule of events at Dining on the Green.

General Instructions for Proposal

d) Contract Start Date - Contract awardee requested to start as soon as possible. Village reserves the right to consider and enter into agreement with contractor prior to deadline submission date based on immediate need.

e) Term and Renewal – The term of the Contract shall be for a two (2) year contract unless earlier terminated. The Contract may be terminated by either party with a thirty (30) day written notice. The Contract may be terminated by either party with or without cause in less than thirty (30) days by mutual agreement or in the event of substantial failure to perform in accordance with the terms set forth in the Contract.

f) Basis of Payment – Payment will be made to the contractor weekly provided the contractor bills via a separate invoice described by the service provided and the date it was provided.

g)  Business Registration Requirement – Business must be currently registered and in good standing with the Illinois Secretary of State to conduct business within the state of Illinois. Evidence of registration, such as a Certificate of Good Standing or valid registration certificate, must be provided as part of the proposal submission.  If the business is a sole proprietor and not a registered business or is operating as D/B/A, evidence of business such as a website, business card, business banking account, and registration with the municipality that is the official address of the business are acceptable to meet this requirement.

h) Walkthrough – First walk-thru will be scheduled on Wednesday, August 6, 2025, allowing perspective vendors to tour the facilities in advance of their proposal submission. Additional walk-thrus will be coordinated as needed.


Specifications

The specifications outline the requirements for cleaning services for one 4,000 sf venue known as Dining on the Green.

Key Responsibilities of the Contractor

•   Perform pre-event cleaning of the site, including restrooms, walkways, and common areas.

•   Monitor and empty trash receptacles after the event to maintain a clean environment.

•   Restock supplies in restrooms and high-traffic areas.

•   Perform post-event cleanup, including sweeping, mopping, and removing all trash and debris.

•   Follow safety and sanitation guidelines at all times.

•   Communicate with the event manager regarding any hazards or maintenance issues.

•   Monitor cleaning and stocking supplies.

The contractor shall report to the Economic Development and Planning Department any damaged facilities and/or broken items that need to be replaced so as not to be held accountable weekly.
