PUBLIC NOTICE IS HEREBY GIVEN that the City of Moorpark is requesting proposals for
Interior Design Services. Proposals must be received by 3:00 p.m. on February 26, 2026, by
the City Clerk’s Office at: City of Moorpark, City Clerk’s Office, 323 Science Drive, Moorpark,
CA 93021 (Attn: Jonathan Royas, Assistant City Manager) or via email:
cityclerk@moorparkca.gov. Submissions received after this deadline will be rejected.
Submissions by facsimile will not be accepted.
The successful proposer will be required to demonstrate experience working on similar
projects. Additional information may be obtained on the City website at
www.moorparkca.gov/bids. The Technical Proposal and Cost Proposal must be submitted
in separate, sealed envelopes, clearly identified, and marked or emailed as separate PDF
documents:

Proposals shall consist of two sealed envelopes or individual PDF documents as follows:
• The Technical Proposal envelope shall include one signed physical copy or one
digital copy of the Technical Proposal. Please indicate “Interior Design Services”
on the envelope or file name.
• The Cost Proposal envelope shall include one signed physical copy or one digital
copy of the Cost Proposal. Please indicate “Interior Design Services” on the
envelope or file name.

I. INTRODUCTION AND OVERVIEW
The City of Moorpark (“City”) is issuing this Request for Qualifications and Proposals
(“RFQ/P”) from qualified firms or consultant teams to provide interior design consulting
services for the City’s new City Hall building located at 323 Science Drive, Moorpark, CA
93021.
The City seeks a creative partner to develop a comprehensive Interior Art & Décor Plan that:
• Identifies where and how to decorate all key spaces (public areas, staff areas, offices,
conference rooms, vestibules, corridors, stairwells, etc.); and
• Recommends appropriate artwork and environmental graphics (e.g., paintings,
framed photography, vinyl wall wraps, murals, graphics, display systems, and related
décor).
This RFQ/P is for professional design and advisory services only. The selected Consultant
will not fabricate, construct, or install any artwork or improvements, but will provide the
concept, direction, and documentation to support future procurement and installation by
the City or separate vendors. The Consultant may suggest ad hoc or additional cost
proposals to procure and install wall treatments at their discretion.
II. BACKGROUND
The City Hall building at 323 Science Drive is a two-story office structure of approximately
22,464 square feet with a lobby, offices, cubicles, conference/meeting rooms, break rooms,
support areas, an elevator, stairwells, and associated parking. It is located within an existing
business park north of Los Angeles Avenue and backs up to the Arroyo Simi. Floor plans are
attached as Appendix A for reference.
City Hall
City Hall houses the City’s administrative departments, the Mayor and City Council, and
various public-facing operations. The building currently hosts City Council meetings, public
hearings, community meetings, trainings, and day-to-day business with residents,
businesses, and regional partners.
The City desires for the interior environment to:
• Reflect Moorpark’s identity, history, community values, and natural setting;
• Create a welcoming, inclusive, and professional atmosphere for the public and staff;

• Provide consistent visual themes and wayfinding across both floors; and
• Be achievable within a modest design budget so that the majority of funds can be
devoted to actual artwork, fabrication, and installation in later phases.
The City anticipates using the resulting Interior Art & Décor Plan as a roadmap for
implementation, as budgets allow. The City has budgeted a total of $30,000 for this effort,
inclusive of funding to support professional interior design services and the subsequent
acquisition/production of artwork and décor elements identified in the Interior Art & Décor
Plan. The City’s intent is to use a portion of this budget for professional design services and
to reserve the majority of funds for the actual purchase, fabrication, and installation of
artwork and graphic treatments.
Other City facilities (e.g., library, senior center, community theater, municipal yard) are not
part of this RFQ/P, though the Consultant should be mindful of overall City branding and
identity where applicable.
III. SCOPE OF SERVICES
The City is seeking a firm with demonstrated experience in interior design for civic/public
buildings and art/graphic programs to provide a cohesive Interior Art & Décor Plan for City
Hall. The Consultant will provide design, planning, and advisory services only; no fabrication
or installation is within the scope, however, the Consultant may suggest ad hoc or additional
costs to procure and install wall treatments optionally.
The following tasks describe the anticipated Scope of Services. Respondents may
recommend refinements or additions they believe will better achieve the City’s objectives,
clearly indicating any proposed changes.
Task 1 – Project Management and Kick-Off
• Review available documents, including:
o Existing building floor plans and any available interior photos;
o City branding materials, logos, and style guidance;
o Any relevant City policy documents (e.g., art, signage, wayfinding, branding,
etc.).
