This Scope of Work (SOW) outlines the installation of a Verkada cloud-based access control system for the Town of Mountain Village Town Hall at 455 Mountain Village Blvd., Mountain Village, CO 81435.

The proposed solution shall include hardware such as access controllers, door readers, locks, and peripherals, integrated with cloud management via Verkada Command for remote monitoring, user permissions, and real-time alerts. The project aims to provide secure, scalable access control for 11 access points, including exterior and interior doors with various closure mechanisms.

Objectives
  • Deploy a fully functional Verkada access control system to manage entry points securely.
  • Ensure seamless integration with existing infrastructure, including network and door hardware.
  • Minimize downtime during installation and provide training for end-users.
  • Achieve compliance with best practices for hardware staging, wiring, and cloud configuration to avoid post-installation issues.
Scope of Work

The installation will follow recommended best practices, including preparation, hardware setup, configuration, testing, and handover. Work will be performed by certified installers with appropriate admin roles in Verkada Command.

Preparation and Planning
  • Review site requirements: Confirm DHCP-enabled network, Cat5/Cat6 cabling, power sources (AC, PoE, or PoE++), and firewall settings for cloud connectivity.
  • Set up Verkada Command organization: Ensure the client has an active organization; add devices using serial numbers; grant installer Org Admin and Access Site Admin roles.
  • Design staging lab: Assemble test environment with tools like locks, badge readers, Ethernet cables, multimeter, managed switch, and laptop to pre-test hardware and avoid field delays.
  • Procure hardware: Order controllers, cassettes for door management, readers, locks, DPI (Door Position Indicator), REX (Request to Exit) devices, and backup batteries if needed.

Note: This RFP requires the review of Floorplans for access control. Due to the sensitive nature of these documents, they will not be available online and must be requested from Chris Broady, Mountain Village project lead.

Proposal Requirements

Proposals must include clear descriptions of the contractor’s capabilities to perform the requirements of the RFP, including the following:

  1. Transmittal Letter: This short letter should outline the Contractor’s ability to provide the scope of services requested. Please describe the company, including: name, address, number of years in business, and primary contact. This letter must be signed by an officer who is authorized to bind the Consultant and state that the proposal is binding for 90 days from the submission deadline for proposals.
  2. Staff Experience: Include a brief description of each key staff member assigned to a typical project. Identify any sub-consultants proposed to serve on the project as well.
  3. Sample Projects: Include up to three (3) sample projects, including tasks and deliverables provided to the owner that are similar to what the County seeks. Include a brief description of the project, owner contact information, and project cost.
  4. Exceptions: Please include a statement regarding exceptions. If no exceptions are included, the County expects the Consultant will be able to sign the County’s contract and provide the required insurance and indemnification.
  5. Fee Estimate: Please submit a fee estimate for the total project cost for requested Scope of Work and Deliverables, including each of the tasks outlined in the scope of work and the total number of hours expected. Also, provide a menu of pricing for scenarios and strategies.
  6. Signatory Requirements. The Transmittal Letter must be signed by the contractor’s representative who is empowered with signatory authority for the company. The form may be accompanied by a Corporate Resolution.
  7. Insurance. Town and County to be named as an additional insured in contractor liability coverage.

The Town of Mountain Village (“Town”), through San Miguel County, Colorado (“County”) as
the fiscal agent, is seeking proposals from qualified professional firms or qualified individuals to
design and install a cloud-based access control system. The project aims to provide secure,
scalable access control for 11 access points, including exterior and interior doors with various
closure mechanisms at the Mountain Village Town Hall at 455 Mountain Village Blvd.,
Mountain Village, CO 81435.
The successful bidder must complete all work within the proposed time frame, with minimal
interruptions to daily operations, no later than June 30, 2026. Qualified firms or individuals are
invited to submit proposals by February 13, 2026, 5:00 PM Mountain Time
Background
The Town of Mountain Village is situated at 9,545 feet above sea level in the heart of the
breathtaking San Juan Mountains of southwest Colorado. The Town of Mountain Village was
incorporated as a home-rule municipality in San Miguel County in 1995. Sitting on just 3.5
square miles of land, Mountain Village is small yet mighty with a diverse network of winter and
summer trails, housing for the local workforce and single-family homes with sprawling views
that extend to Utah. Mountain Village is home to roughly 1,400 year-round residents and to the
world-renowned Telluride Ski Resort. A bustling Village Center designed to emulate European

San Miguel County serves approximately 8,000 citizens and encompasses a diverse region
ranging from the rugged mountain resort communities of Telluride and Mountain Village to
the ranching communities of the County’s west end, Norwood and Egnar. The County is
approximately 1,288 square miles, stretching from the San Juan Mountains in the east to the
Utah border to the west. The incorporated towns in the County consist of Telluride (County
seat), Mountain Village, Ophir, Sawpit, and Norwood. Other communities include Placerville
and Egnar.
Pursuant to Federal Procurement rules and procurement policies for both the Town of Mountain

processes. Pursuant to grant rules, any equipment paid for with FEMA grant funds must be
installed as approved by the EHP review process and as specified in RFP documents.

scan cards without physical interception.
Troubleshooting: Address any issues; remove installer access post-completion.

unlocks, and alert configurations.
Documentation: Deliver as-built diagrams, test results, wiring labels, and access
credentials.
