The Conway Housing Authority (CHA) seeks qualified consultants for a professional service contract to provide experienced and quality professional administrative oversight for the HUD Housing-Related Hazards & Lead-based Paint Capital Fund Program which afforded Housing Authorities the opportunity to apply for grant funding to evaluate and reduce residential health hazards in public housing, including lead-based paint, carbon monoxide, mold, radon, fire safety, and asbestos.
CHA Executive Staff have identified crucial areas of needed guidance and consultation in the implementation of this grant as an area of specialized knowledge in the areas of:
1. Planning and implementation of the grant
2. Development of the RFP’s needed for contracting these specialized services
3. General consulting services for grant implementation, and
4. Review and reporting on the Davis Bacon and Related Acts (DBRA) documentation required in contracting with federal funding.
The selected consultant will perform the following tasks:
Task 1. Hold scheduled meetings with staff responsible for the implementation and oversight of the Grant.
Task 2. Develop a plan of action, timeline and goals for the implementation of the grant.
Task 3. Develop, in consultation with the staff, related RFPs for contractual services.
Task 4. Certified payroll receipt and review and provide a report of the review of the DBRA documents.
CHA will enter into a contract with the most qualified consultant, not necessarily the lowest quote.
CHA has 154 public housing homes between two different developments in Conway, AR.
