General Notice
The Judsonia Water Department (Owner) is requesting Bids for the construction of the following Project:
Water Meter Replacement
Project # 20-24-01
Bids for the construction of the Project will be received at the Judsonia Water Department office located at 318 Van Buren Street, Judsonia, AR 72081 until Thursday, December 12, 2024 at 9:00 a.m. local time. At that time the Bids received will be publicly opened and read aloud.
The Project includes the following Work:
The furnishing and installation of water meters of various sizes with cellular AMI endpoints, the replacement of meter box lids, the replacement of meter boxes, and miscellaneous improvements required for a complete and functional AMI for the City of Judsonia, AR.

Project plans and technical specifications may be downloaded from the designated website, free of charge, to allow prospective bidders to determine if they would like to bid the project. Bidding Documents required for the submission of a bid must be purchased from the issuing office (printed copies) or downloaded from QuestCDN, as detailed below. All official notifications, addenda, and other Bidding Documents will be offered only through these sources. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated sources.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8 a.m. to 5 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding Documents are available for purchase in the following formats:

Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Bidders are hereby notified that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962, the American Rescue Plan Act of 2021, Title VI of the Civil Rights Act of 1964 also apply. Domestic Preference provisions, as set forth in the Uniform Grant Guidance §200.322, applies to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution. Project is subject to 2 C.F.R. Part 180 (excluded parties both contractors and sub-contractors) and Treasury’s implementing regulation at 31 C.F.R. Part 19
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
Each Bidder must comply with the requirements, terms, and conditions of the Federal Acquisition Requirements pertaining to ARPA funds, Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014
(Public Law 113-76) including the “American Iron and Steel (AIS)” requirement, Labor Standards, Equal Employment Opportunity, and the “Prohibition on certain telecommunication and video surveillance services or equipment provisions” during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid.
