DLA FEMA Generator Program

Atlantic Diving Supply Inc., doing business as ADS (SPE8EJ-25-D-0501), Caterpillar Inc. (SPE8EJ-25-D-0502), Berger Cummins JV (SPE8EJ-25-D-0503), Inglett & Stubbs International LLC (SPE8EJ-25-D-0504), and Texas Power & Associates LLC. (SPE8EJ-25-D-0505) are sharing a maximum $980,000,000 firm-fixed price, indefinite-delivery/indefinite-quantity contract under solicitation SPE8EJ-23-R-0001 for the third generation of the DLA FEMA Generator Program. The scope of work provides for the rapid deployment of Generator Sets (via lease/rental) to support Federal Emergency Management Agency (FEMA) Disaster Relief Operations in order to protect against, respond to, recover from, or mitigate against threatened or actual major or catastrophic disasters and emergencies – both natural and man-made, including acts of terror. The contracts are Indefinite Delivery/Indefinite Quantity Contracts for a base period of five years. There are no options.

Preference for Certain Domestic Commodities/Berry Amendment, Restriction on Acquisition of Hand or Measuring Tools, and Trade Agreements Act apply.

Generators for lease/rental will be in the following band sizes:

• Range 1: 15-60kW Prime rated


• Range 2: 61-100kW Prime rated


• Range 3: 101-200kW Prime rated


• Range 4: 201-400kW Prime rated


• Range 5: 401-704kW Prime rated


• Range 6: 705kW-1mW Prime rated


• Range 7: 1.1mW-2mW Prime rated

Delivery will be to Incident Support Bases (ISB)/Staging Areas (SA), Generator Staging Bases (GSB), directly to the point of need, intermediary locations, and/or consolidation points in CONUS, Alaska, Hawaii, Commonwealths (Puerto Rico and The Northern Mariana Islands), and Territories (American Samoa, Guam and U.S. Virgin Islands). US minor Outlying Islands may also require support.
