Pursuant to N.C.G.S. 143-128 and 143-129 and County policy, sealed proposals endorsed “Paddison
Memorial Library HVAC Renov, FB26210” will be received by City/County Purchasing, City Hall, 101
North Main Street, Winston-Salem, NC until the date and time listed above. Forsyth County reserves the
right to reject any or all proposals. Should less than three bids be received, the project will have to be re-
advertised.
The prime bidder must have a specialty license as applicable to the work, or a GC license. That includes
electrical or HVAC. Prime bidder is to have one of these but does not have to specifically have a GC license.
A 5% Bid Bond is required at time of bid and 100% Performance & Payment Bonds will be required of the
awarded contractor.

Project is to replace the failed VRF system at the Paddison Memorial Library. Work includes the demolition
and removal of fan coil units, selector boxes, refrigerant piping, and outdoor units; installation of new VRF
system including but not limited to fan coil units, selector boxes, refrigerant piping, and outdoor units;
installation of new roof curbs and screening as required by zoning; reconfiguration of the DOAS to
incorporate the ability to recirculate conditioned air in the event of an outage of the VRF system; new
controls to replace the TRANE tracer system; and owner's training.
The M/WBE subcontracting goals for this project are 10% MBE and WBE cumulatively.

** NOTICE OF PRE-BID **
A MANDATORY pre-bid conference will be held at 10:00 AM, May 13, 2026 at 248 Harmon Lane,
Kernersville, NC 27284. We will meet out front first (weather permitting).
The purpose of this conference is to explain the scope of work involved and to give prospective bidders
the opportunity to observe the existing conditions and work parameters. Staff will be present to answer
questions. Forsyth County will not entertain bids from firms who do not have a representative attend this
meeting. A sign-in sheet will serve as the attendance record.
